And, Brahma, the gods of Lesser Light, the gods of Immeasurable Light, the Elevated, the gods of Lesser Virtue, the gods of Immeasurable Virtue, the gods of Extensive Virtue, the Cloudless, the gods of Merit-born, the gods of Great Fruit, the sentient beings without thought, the Non-abandoning, the Non-afflicted, the Well-seeing, the Supremely Seeing, and become gods of Akanishtha. By this action, one will become a god of the Realm of Infinite Space, the Realm of Infinite Consciousness, the Realm of Nothing Whatsoever, and the Realm of Neither Perception nor Non-Perception. By this action, one will become a Stream-enterer, a Once-returner, a Non-returner, an Arhat, and a Solitary Buddha. By this action, one will become a Bodhisattva Mahasattva. By this action, one will become a Tathagata, an Arhat, a Perfectly Complete Buddha. How can such distinctions or differentiations be made? Blessed One, for that which does not exist, there is no action whatsoever. By what action do sentient beings go to hell, or go to the realm of animals, or go to the world of Yama, or are born as humans, or are born as gods of the Four Great Kings, or are born as gods of the Thirty-three, or the Imperturbable, or the Joyful, or the Enjoying Emanations, or the Controlling Others' Emanations, or the Retinue of Brahma, or the Attendants of Brahma, or the Assembly of Brahma, or the Great Brahma, or the Lesser Light, or the Immeasurable Light, or the Clear Light, or the Lesser Virtue, or the Immeasurable Virtue, or the Extensive Virtue, or the Cloudless, or the Merit-born, or the Great Fruit, or the Unconscious Sentient Beings, or the Non-abandoning, or the Non-afflicted, or the Well-seeing, or the Supremely Seeing, or are born as gods of Akanishtha, or the Realm of Infinite Space, or the Realm of Infinite Consciousness, or the Realm of Nothing Whatsoever, or are born as gods of the Realm of Neither Perception nor Non-Perception, or will attain the fruit of Stream-entry, or the fruit of Once-returning, or the fruit of Non-returning, or Arhatship itself, or will attain Solitary Enlightenment, or will practice the path of a Bodhisattva Mahasattva, or will attain Omniscience, or having attained it, sentient beings

There is nothing like saying, "One will be completely liberated from samsara." After this was reported, the Blessed One said this to the venerable Subhuti: Subhuti, it is so, it is so, just as you said. Subhuti, for the non-existent, there is no action, no deed, and no result. However, those ignorant ordinary people who are not skilled in the noble Dharma do not understand that all dharmas are of the nature of non-existence. Because of the mind arising from perversion, they accumulate various actions, and thus their bodies manifest and accomplish in the same way. Sentient beings are either in hell, or in the realm of animals, or in the world of Yama, or as humans, or as gods of the retinue of the Four Great Kings, or in the Thirty-three, or in the Heaven Without Strife, or in Tushita, or in the Heaven of Joyful Emanation, or in the Heaven of Controlling Others' Emanations, or in the Brahma Host, or in the Retinue of Brahma, or in the Great Brahma, or in the Heaven of Little Light, or in the Heaven of Immeasurable Light, or in the Heaven of Clear Light, or in the Heaven of Little Virtue, or in the Heaven of Immeasurable Virtue, or in the Heaven of Extensive Virtue, or in the Cloudless Heaven, or in the Heaven Born of Merit, or in the Heaven of Unconscious Beings, or in the Imperishable, or in the Untroubled, or in the Well-Seeing, or in the Excellent-Seeing, or in the Akanishtha Heaven, or in the Sphere of Infinite Space, or in the Sphere of Infinite Consciousness, or in the Sphere of Nothing Whatsoever, or in the Heaven of Neither Perception nor Non-Perception, their bodies manifest and accomplish. For the non-existent, there is no action, no deed, and no result. Whatever is non-existent is non-existence itself. Subhuti, it is said that for the non-existent, there is no action whatsoever. By what action does a sentient being go to hell, or go to the realm of animals, or go to the world of Yama, or be born as a human, or be born as a god of the retinue of the Four Great Kings, or in the Thirty-three, or in the Heaven Without Strife, or in Tushita, or in the Heaven of Joyful Emanation, or in the Heaven of Controlling Others' Emanations, or in the Brahma Host, or in the Retinue of Brahma, or in the Great Brahma, or in the Heaven of Little Light, or in the Heaven of Immeasurable Light, or in the Heaven of Clear Light, or in the Heaven of Little Virtue, or in the Heaven of Immeasurable Virtue, or in the Heaven of Extensive Virtue, or in the Cloudless Heaven, or in the Heaven Born of Merit, or in the Heaven of Great Fruit, or in the Unconscious Being?
