The power over miracles, encompassed by clairvoyance, can be attained by perfecting the perfection of meditation, because in the past, one remained in meditation according to the needs of sentient beings. The power over wisdom is encompassed by manifesting wisdom as desired, which can be attained by perfecting the perfection of wisdom, because in the past, one practiced according to the wishes of sentient beings.
