For the worldly spectators, they should also be completely satisfied with soda, garlands of flowers, and sandalwood, etc. This is the ritual of completely examining the land for the purpose of building temples, etc. Then, on that piece of land that is known to be free from all imperfections of incompleteness, sow seeds, and when they have grown and turned green, let the cattle enjoy them. After that, mix their urine, dung, and milk and sprinkle it, thereby observing the nagas and others in all the places beneath the earth that has become pure in the nature of peace. After that, wanting to build temples, stupas, hermitages, mansions, multi-storied buildings, shrines, etc. Therefore, the earth-owner nagas should be examined, and that piece of land should be divided into squares. The parts of the land in each direction should be considered separately as three months and the number of suns. From the powerful one to the end of fire, the eastern part of the land is divided into ninety parts.
