Therefore, empowerment is for washing away the mind with nectar. Since wisdom itself is the means for the perfect and excellent reality of uncontaminated bliss only in relation to these, it is said that one should not be immersed even in the initial stages of practice. This is the conduct of vidyā. When there is no conceptualization, all actions are performed with skillful means. From meditating on non-conceptualization comes the best of all conduct. As it is said in the Vajra Dakini, what is the use of other conduct? Therefore, the vajra conduct is for the sake of diligently applying oneself to the conduct of bodhicitta, which is the nature of the five wisdoms. Even if one is separated from conduct, the bodhicitta is non-conceptual. For the sake of instruction, it is the conduct of action, and it is of three kinds. The first of these is to diligently engage in combining the three inner mudras, and thus: "The khaṭvāṅga is the body of the deity, the skull-cup is named wisdom, and the mantra is the drinking skull-cup." Thus it is said. The body of the deity, and the nature of anāhata, the sound of the ḍākinī and the inseparable great bliss, the support for experiencing, the conventional bodhicitta, thus symbolizing the three. The second is to diligently engage in generating the five wisdoms, such as the wisdom of the utterly pure realm of phenomena, from being endowed with the conduct of yoginīs and actions. The third is to diligently engage in accomplishing the meaning of sentient beings when one has obtained the ability to obtain the four postures and superknowledges, etc., becoming a yogi or yoginī who has transcended the world, the adornment of the inner self, the meaning of all abilities, diligently engaging in the nature of emptiness and great compassion being inseparable, and the arising of bodhicitta. Thus, in the Tantra of the Universal Conduct of Yoginīs it says: "First, the samādhi yogi should strive to generate abilities. After generating abilities, the conduct of conduct is pleasing, universally practicing the five families equally, discriminating into one family, with the nature of one non-conceptual mind, enjoying the five desirable qualities. Thus, the glorious Heruka, all the wisdom intentions are completely vajra, the great wise one."
