The ritual beginning with the vase empowerment, first, the vase is made to abide, and offerings such as the five kinds of enjoyment, namely, amusement, garland, song, dance, and intimate use, are made. From among the disciples who have been made to abide, those who are well-chosen, free from faults such as pride, abide in the precepts such as lay vows, are fully tamed by good hearing, etc., possess respect, and have the ability to hold the Vajrasattva vows, even those without lineage, qualities, and appearance should be made to abide. If they also, with faith, highly value the Vajrasattva vows and do not seek other teachers for the Vajrayana. As the Bhagavan said, and in the "Four Hundred Verses" it is also said: "Those with completely ugly forms, and the inferior should also be made to abide, for the four kinds of retinues, rituals should be granted in the mandalas, each well-endowed with their own precepts, possessing the nature of delighting in the Great Vehicle." The four retinues are monks, nuns, laymen, and laywomen. The ritual is entering the mandala, etc. Endowed means diligently engaging in it. "Possessing the nature of delighting in the Great Vehicle." This phrase indicates that in this non-contradictory vehicle, mental action is the most important. The Bhagavan has said many times that even naturally prohibited actions do not lead to downfall due to the difference in motivation. I have also explained it in the arrogance of oral instructions, etc. Elsewhere it says: "Possessing love and compassion, bound by love, with a virtuous mind, they have no downfalls." And "Possessing compassion and seeing the meaning, even forbidden things are permitted." Furthermore, if someone, through accumulating merit, extensive hearing, etc., has an extremely firm conviction that all phenomena are like illusions and dreams, and are of one taste in emptiness, then where would there be any defilement that contradicts the vows of a monk and Vajra-holder? Therefore, the Bhagavan called him a monk Vajra-holder, and this must be acknowledged. Otherwise, how can one become both at the same time? If the experience of a monk, due to the awakening of the habit of the bliss of practice, is seen in a dream, then for the external mudra seen in the dream

It should be understood that even if one experiences the ultimate bliss of the two senses, there will be no downfall, as taught in the Vinaya. If a particular place becomes a place of activity for evil people, then at that time, one should also bestow the secret and wisdom consort empowerment with the wisdom mudra. If there are no evil people, then only the karma mudra is sufficient. For a monk who is not steadfast in devotion to Suchness, even if he has faith, he should be prohibited from receiving the empowerment of an external wisdom consort, otherwise the five degenerations will not diminish, and it will become meaningless. If he is steadfast in meditating on the guru, then at that time, one should also bestow the wisdom consort empowerment with the wisdom mudra consort entrusted to him. After receiving it, there is no fear of straying from celibacy, because there is no activity of the body. If he was previously a householder, then he should be reminded of the bliss he has experienced, thereby showing the distinctions of joy and so on. When the guru becomes a monk and gives the secret empowerment and so on, all words should be combined. Enough of excessive elaboration. Appropriate content should be spoken, for this, one or two or many disciples make the mandala, kneel on the ground, and hold their palms together with flowers, (tell them) it is not for the sake of seeking the high status of this world, nor for the sake of the high status of the next world, but in order to obtain the perfection of the three bodies of the Tathagata, that one enters the mandala. In this way, one will also obtain the two high statuses, after proclaiming this, entering one's own body from the mouth, coming out from the vajra path, and for those who abide on the path of the wisdom lotus, visualize that the Tathagata with wisdom, invited by the rays of the seed syllable in the heart, enters and dissolves from the mouth, and thus bestow the empowerment, place them at the east gate of the mandala, and have them request to enter: Birth, old age, death, and other terrors, Makara fish and other fearsome things, Please liberate me from the ocean of existence, Great bliss teacher, you are the only one, Showing the way of great Bodhi, Great protector, I beseech you, Please grant me that samaya, Bodhicitta.
