"Scattering at the gates of cities, from house to house," which means seeking opportunities from sentient beings, wandering in villages, cities, and towns. "Wind, bile, phlegm, stirring in the four directions," which means the lord of spirits who can cause four hundred and four diseases such as leprosy, diarrhea, and eye diseases. "Thus, there the king, there are ghosts and great fears," which means that the four great kings can also subdue those ghosts.
