It shows the perfection of qualities that have been attained. There are two kinds of qualities: the seven Vajra Dharmas that perfect one's own benefit, and the four activities that perfect the benefit of others. "Vajragarbha spoke extensively" refers to the inseparability of emptiness and compassion. Vajra is emptiness. Garbha is the clinging to sentient beings with great compassion, not abiding in the extremes of Nirvana. Alternatively, "garbha" means to be present in multiple levels, it can also refer to the result, or to the supreme. Here, it is referred to as "garbha" because it is supreme. How is it supreme? For beings who cannot be subdued by peaceful means, it also manifests as wrathful forms to subdue them. As it is said in the tantras: "For those who are extremely wrathful and violent, peace is of no benefit; from the yoga of wisdom and means, the Tathagatas all manifest as wrathful." Or, supreme means surpassing other vidyas and secret mantras. Because the great power of this secret mantra can cut off and suppress all other vidyas, etc., and can also liberate from the cutting off, etc., done by other vidyas, etc., and one cannot be harmed by the cutting off, etc., of other vidyas, etc., therefore it is supreme. "Then, Vajragarbha spoke," is there a contradiction between not saying "speak" but saying "spoke"? The word "te" has two uses, here it is a particle indicating that the sentence is not finished. What is unfinished? What is unfinished is the sound of the emptiness of the two perfections of qualities. The two qualities are: the seven Vajra Dharmas that perfect one's own benefit, and the four activities that perfect the benefit of others. The seven Vajra Dharmas are from not being interrupted to not being defeated in everything. The four activities are: fierce, subjugating, increasing, and pacifying. First, the fierce activity is: making all sentient beings afraid, etc., to making all demons disappear, expressed in eight verses. The subjugating activity is: summoning all...

The two verses that say "causing to act" have been explained. The expansive activity is: from the act of making all unaccomplished things accomplished, it is explained by four verses of expansive activity. The peaceful activity is: protecting all sentient beings, up to making peaceful, it is explained by two verses. Making obscure and making stiff are explained through the door of the previous refutation. Or again, objecting: If, according to the general tantra system of secret mantra, after meditating on the non-conceptual deity, it is taught to meditate on the sound deity and so on, then, in this dharani, after meditating on the non-conceptual deity, instead of showing the meditation on the sound deity, why are the perfect qualities of the six deities spoken of? The intention of speaking in this way is: in order to know that while the non-conceptual deity possesses both perfect qualities, the sound deity, Namo Ratna Trayaya (藏文,梵文天城体,梵文罗马拟音,Homage to the Triple Gem), and others also possess both perfect qualities, therefore, after meditating on the non-conceptual deity, the two kinds of perfect qualities of the six deities are spoken of, but the sound deity, Namo Ratna Trayaya (藏文,梵文天城体,梵文罗马拟音,Homage to the Triple Gem), and the meditation on other deities and so on, are intended for that. Or again, from the mixing of the self and the deity's suchness, in order to know that the six deities possess two qualities, and that those two qualities are also possessed in the self's suchness, therefore, after meditating on the non-conceptual deity, the two kinds of self and other qualities of the six deities are spoken of, but the sound deity and so on are not spoken of, which is intended for that. The seven vajra dharmas therein are: from the act of being indestructible to the act of being undefeated, they are explained by seven verses, the dharmakaya emptiness is not harmed by the suffering of birth, therefore it is said to be indestructible. It is not harmed by the suffering of old age, therefore it is said to be imperishable. It is not harmed by the suffering of sickness, therefore it is said to be true. It is not harmed by the suffering of death, therefore it is said to be solid. Because the dharmakaya emptiness is not harmed by all times and situations of samsara and suffering, it is said to be constant. Because it destroys all signs or things, it is said to be unimpeded in all things.
