That is the meaning. The root of mantra is first and foremost discipline. The term "discipline" refers to the vows, the accumulation of virtuous dharmas, and the discipline of benefiting sentient beings, which encompass all the foundations of the white side. Alternatively, from the perspective of secret mantra, the essence of the practices of a Bodhisattva is as stated in the great empowerment tantra of the noble Vajrapani: "Having visualized oneself as the form of the deity, generating pride with unwavering mind, constantly and at all times acting without wavering, at that time one is said to be endowed with discipline." Therefore, the term "human king" is used as an example. The phrase "endowed with seven limbs" refers to being equipped with a city, close and capable ministers, ships, wealth, elephants, horses, and an army. The statement "subduing beings without birth" means that the king who possesses the seven elements can easily rule the kingdom, experience happiness, and conquer all arrogant enemies. Similarly, a mantra practitioner should also possess these limbs in order to subdue sins. "Endowed" refers to the city of discipline, the minister of diligence, the ship of patience, the wealth of faith, the elephant of wisdom that aspires to the unsurpassed great Bodhi, the intelligent horse that does not use one's own mantra for trivial matters such as cutting off others' mantras, and the army that has abandoned laziness. If one possesses these seven, one can also experience the bliss of accomplishment and destroy the host of enemies of karma and afflictions. The phrase "first, after having done mostly recitation" refers to beginners. After that, "here, perform fire puja" indicates that those who are accustomed to various activities and are capable of performing all rituals without hindrance are instructed to do so. The rest is not explained because it is easy to understand. "Having faith in the Victorious One" refers to the worldly deities who have faith in the Buddha. "Striving to benefit others" refers to cherishing future sentient beings, that is, the worldly mantra deities such as gods.
