"Placing" means to put the substance made in that way into the skull. "Looking at the moon, recite well until it is released." Some say that it means to look at the moon and recite. Some treatises say that one should look at the moon obscured by Rahu and recite until the "nama" is finished. Then go to the royal palace, which means to go inside the king's palace. In short, it is from the Great Tantra. "All moving and unmoving worlds" refers to sentient beings and gods such as water and grains. The gods who dwell in the moving and unmoving places of reliance are the moving and unmoving gods. "By the high ones" refers to those gods and humans. "Will be happy" refers to the mantra practitioner. "This" refers to this ritual. "Spoken" is from the Great Tantra. The following is a description of the ritual of summoning. "The hair of a dead woman or girl" is a general term, but the hair of a woman is not suitable; it should be the hair of a young, clean girl. "Diligently in August" means to take the hair of a young, clean girl on the twenty-third day, and diligently make it about one arrow-length long, as thick as three small fingers put together, without wrinkles or bends, and well-braided like a willow branch. It should also be made into a rope with eyes like a lasso. "Recite every day until the moon is obscured by Rahu" means that from then until the moon is obscured by Rahu, one should recite three times a day. "When the moon is obscured by Rahu" means to draw a mandala at night when the moon is obscured by Rahu. "Waterside" refers to clean places. "Draw the mandala there and make offerings" means to make offerings as described before. "From the wrathful arising corpse," means to offer many mantras of the wrathful arising corpse and to Vetali. "After making extensive torma," refers to what was said earlier in the context of the ordinary hungry ghosts.
