The mudras that arise from the Dharmadhatu of the Buddhas, with these, bless the bodies of the deities such as oneself and the disciples, and these mudras protect the disciples and so on. If it is protected, because it is marked by the signs of the Dharmadhatu, it will not be destroyed in any way. This is like a person in the world who has the seal of the king, no one can become his master, just as it was said before. Therefore, in short, the Dharmadhatu, the sign is said to be the mudra. This statement means that in short, it should be known that the mudras are the signs of the Dharmadhatu. It should be known that there are three empowerments. From this sentence to what the perfect Buddhas proclaimed. In between, it speaks of the three empowerments. Which mudra is the empowerment? Abandoning actions and deeds. This statement means that in the mandala of the arising of great compassion and the turning of letters, whenever the master and disciples have faith in the profound and vast Dharma, it is said that empowerment should be done with mudras. In front of either mandala, without relying on the empowerment mandala and vases, etc., empowerment is done with the mudras of bodhisattvas such as Samantabhadra and the mudras that will appear below. The second is through actions and deeds, truly arising from all aspects. O! Having pleased the Guru well, whatever the benefactor says, this empowerment is declared by all the perfect Buddhas to be supreme. This is to say the words of granting permission after empowering with mudras in the two upper mandalas. After the empowerment with mudras, having pleased the Guru with the service and diligence of the disciple, it is to be known as the words such as, 'From now on, turn the wheel of Dharma.' The first empowerment with mudras and the second empowerment are to be done in the mandala where great compassion arises and the wheel of letters is turned. In the secret mandala, empowerment by mind is explicitly stated, so it is to be known that the two above are not to be done. These are also explained here only in words, but because the meaning is condensed, it is settled within the meaning itself and finished. The Buddhas say in brief, those with vows have been spoken of before. From 'those with vows' to 'others will not be those with vows,' is the explanation of the order of those with vows. In general, disciples enter the mandala, some enter because they want to be those with vows, some enter to practice, and some enter because they want to be Gurus. Among them, entering because one wants to be those with vows is that if one enters any one of these three mandalas and becomes one with vows, one does not depend on the other two mandalas. It is to be known that those who want to practice and become Gurus must depend on all three mandalas. Seeing this mandala is called knowing one vow. This is the meaning of the vow, which here means not deviating from the rules; seeing any one of the three mandalas is called one with vows. If he has cultivated Bodhicitta before, then mudras and mantras should be given to him. If he has not cultivated Bodhicitta before, then mudras and mantras should not be given to him. Therefore, it is said that mudras should not be shown to him, nor should mantras be given.
