The empowerment is also like how a worldly king proclaims the precepts of the ten virtuous actions, bestowing the fruit of higher realms. Just as one empowers as a king, so should it be done here as well. This is also for empowering as a Dharma king who bestows the fruit of higher realms and definite goodness. That should also be done in this order. First, in front of the root mandala, measure out a space, and there draw an empowerment mandala of the same order and with a single door. Inside that, draw an eight-petaled lotus. At the four corners of the mandala, draw Vajradhara, and on the eight petals of the lotus, also draw four Bodhisattvas and four hand symbols, making eight in total. In the center of the lotus, write the seed syllable of the Dharmadhatu (Tibetan: རཾ, Devanagari: ram, Romanized Sanskrit: ram, Literal Chinese meaning: Rang), and place the disciple there. Offerings such as incense and flowers, auspicious verses, and vast and beautiful introductions are proclaimed, and the four precious vases blessed by Samantabhadra and other Bodhisattvas are circled around the great mandala once and poured from the disciple's crown. After that, although not explicitly mentioned here, it should also be done in this way: the hand symbols of the Tathagata's ushnisha, eyes, tongue, and armor, as well as mantras, should also be used to bless the disciple in sequence, starting from when they are sitting on the lotus. Then, teach that place, place a good incense in the sun disc of that mandala, change into new clothes, put on a completely new set of clothes, and place them on the throne. After offering with incense, flowers, and so on, the Vajra Master himself holds the eye-opening needle and stands in front, reciting words such as, "The Tathagatas have dispelled the veils of ignorance that you did not know, son." Then, holding a mirror, recite the words, "Contemplate all dharmas as being like reflections, meditating on emptiness, which is devoid of inherent existence." After that, in order to perfect one's own benefit and to accomplish the benefit of others, place a golden wheel under the feet and proclaim, "Turn the wheel of Dharma!" After that, turning the wheel of Dharma is also like the Buddha's...
