Contemplation is the power of past aspirations, and the spontaneous accomplishment of the nature of reality. In this way, the enjoyment body and the emanation body benefit all sentient beings who have become vessels. Therefore, it is said in the scriptures that the activities of the body, speech, and mind of the Blessed One Vairochana are constantly teaching the Dharma in all realms of sentient beings through the means of secret mantras. The so-called seeing refers to the realm of activity of bodhisattvas such as Samantabhadra. However, it is not possible to see in all ways, but rather to see or realize the wheel of the body, etc., of the Blessed One according to the magnitude of one's own power and realm of activity. If one were to realize and see in all ways, one would become indistinguishable from the Tathagata. Therefore, it is said that the noble Samantabhadra and others, while entering the Dharma that is being taught, also enter into the nature of the Dharma such as tantras and contemplation, and summarize it into the order of the Dharma that is being taught, and also explain how to realize it accordingly. In short, the activities of the body, speech, and mind of the Blessed One Vairochana are all for the purpose of universally teaching secret mantras in all realms of sentient beings. The word "all" implies extracting "time" from within. Therefore, the meaning of the words is as follows: to know the time of perfecting the ground and the perfections, the time of obtaining empowerment and enlightenment. What is that like? It is said that the activities of the body, speech, and mind of the Blessed One Vairochana. Here, the words "activities of the body," etc., indicate that the actions of body, speech, and mind, which are the cause of the Blessed One's perfecting the ground and the perfections, as well as becoming the cause of obtaining enlightenment, are diligence. Therefore, the excellence of the power of wisdom accumulated by the Blessed One is called activity. The characteristic of such power transforms into the form of the deity of the karma mandala.

Conduct means seeing that in all realms of sentient beings, the Dharma is taught with words in the manner of secret mantras. This is what is said. Among them, "in all realms of sentient beings" refers to sentient beings belonging to the six realms of existence in immeasurable worlds, who have obtained life due to the power of karma and afflictions. "Universally" means to know that it is in all immeasurable worlds. "Teaching the Dharma with words in the manner of secret mantras," for this, because they possess wisdom and protection, Buddhas and Bodhisattvas are called mantras. The words of those doors of liberation, etc., and the letters and words blessed therein, are also called the words of mantras. The cause, nature, and means of obtaining the result of those mantras are the manner, which is the word of the Dharma that understands and realizes it. That itself is also called the word of mantra. The activities of the Bhagavan appear as deities such as mantras, and those Bodhisattvas such as Samantabhadra see the Dharma that explains the characteristics of the manner of secret mantras. This speaks of three meanings: that the activities of the Tathagata's body, etc., become the form of the deity of the activity mandala, and how it is in accordance with the disciples who have become vessels, so that they can be tamed, and that the Dharma that teaches it is the word of mantra. This meaning, the Bhagavan also clearly showed this treatise in this tantra, that is, what is said is that because the Bhagavan's own body, etc., has become the form of the activity deity, the unobstructed ten powers of the Tathagata, from the intention, manifest my nature in various colors and shapes, and the body accomplished from the merit of generosity, ethics, patience, diligence, meditation, and wisdom of the paramitas in immeasurable kalpas arises, and so on. Also, the activities of the Bhagavan's body, etc., become the form of deities, etc., which is not just anything, but only the nature that appears to be able to tame sentient beings.
