Having practiced, make offerings. Then, become the Vajra of Action. One should diligently make offerings. With a universally pervasive mind, by all the protectors of the Buddhas, having shown the cause of the vow, one should recite the secret mantra three times. Thus it is said. By whatever means, in the mandala and so forth, even when the deities have not been invited, the method by which they can be thought to truly abide has been explained. The ritual of offering should be well spoken. In this mandala, two kinds of offerings, the distinction between outer and inner offerings, are shown. The outer offerings are as follows: flowers, incense, burning incense, food offerings, lamps, clothing, and vases, through the means of offering, are seven types. Then, the mantra practitioner, with white, yellow, and red flowers, diligently and pleasingly, makes offerings to the deities. Thus, and so forth, extensively. To the chief deities, one should offer a pair of silks. To the other great bodhisattvas, it is proclaimed that one should offer one each. Thus it is said. The principle of this is like this: like the ritual of drawing the lines of the mandala as previously explained, the deities who are thought to abide in the mandala of space do not depend on external signs such as the application of colors, therefore, it is shown that they are transcendent. Those same deities, who are drawn in the mandala on the ground with the previously explained ritual, are called worldly because they depend on external actions such as the application of colors. Thus, when one performs recitations, fire offerings, and offerings, etc., relying on the external recitations, fire offerings, and the limbs of offerings, then in this tantra, it is mostly referred to as worldly. When those recitations and so forth themselves do not depend on external signs and are accomplished only by the mind's discernment, then it is also said to be mostly transcendent. Therefore, the definitive phrase "the transcendent deities" should be applied according to the occasion. On some occasions, how the distinctions of worldly deities are proclaimed are only those.

This should be known. Depending on the specific situation, it should be understood that some are transcendental. Regarding the special method of offering flowers to those deities who are visualized in the mandala of space and proclaimed as transcendental: joining the thumb and ring finger is said to be auspicious. Taking this flower, offer it from the direction of your heart. This is what is said. To show the method of offering flowers to those who are drawn in the mandala on the ground and proclaimed as worldly deities, it is said: For the worldly gods, it should be known from directly in front of the navel. This is what is said. For the transcendental ones, the difference in the method of offering incense is explained: Holding incense, a vajra fist, or a lotus garland, in the space, offer it to the worldly protectors and saviors. This is what is said. Similarly, for those drawn in the mandala on the ground, the ritual of offering also says: For those other worldly deities, according to the order. This is what is said. Thus, this is the order of external offerings such as flowers, for the mandala deities such as those whose essence is great compassion, who are visualized as the mandala of space, and those who are drawn in the mandala on the ground, in the manner previously described. Fourth Chapter. Here, the inner offerings are explained as being of three types, namely: joining the palms in prostration, loving-kindness, cultivating compassion, and mental offerings, making three in total. Combined with the external offerings previously described, there are four types. Therefore, it is said: One should know that there are four types of offerings, namely: joining the palms in prostration, as well as loving-kindness and compassion, worldly flowers and incense, the flowers born from the fingers, offer to all protectors. Forming the mudra that arises from all limbs, cultivate bodhicitta, and diligently offer to all the protectors individually, as well as their sons. This is a flawless flower, well-protected and extremely beautiful. The trees of the dharmadhatu, arise for the purpose of offering to the Buddhas, transformed by the power of samadhi.
