Tshe. The final word is to empower and accomplish by empowering in the mandala where empowerment is only given at the end. Receiving secret mantras means that because the secret mantra is uttered excellently, it must be practiced while reciting it. Therefore, this also means to practice immediately. The so-called "twofold practice" means that those who are not familiar with the mind of enlightenment are brought into the mandala, and later they are made to meditate on the mind of enlightenment, and given mudras and secret mantras, and they must also be practiced while reciting them. Therefore, this refers to the fact that it must be practiced in two stages, so it is called "twofold practice." Alternatively, after letting him listen to the tantra and becoming proficient in the work of action, he is empowered as an acharya, and he is practiced through the method of practicing as an acharya. Therefore, this is also practiced in two stages. First, the time of entering the mandala is one, and other than that, the time of empowering as an acharya is another. Therefore, the second is said to be practiced in time. Those who are not familiar with the mind of enlightenment are not suitable for mudras and secret mantras when they first enter the mandala, and later they cannot become familiar with the mind of enlightenment. Similarly, they cannot understand what they hear in the tantras, etc., so they are not suitable for either. The so-called "the disciple who is perfect in all characteristics is the best of the victors" refers to those who have the essence of great compassion, can turn the wheel of letters, and have been empowered in all three secret mandalas, they have become perfect in all aspects of the characteristics of an acharya. Therefore, it is called "the acharya who is perfect in all characteristics is the best of the victors." In this way, obtaining the path and method of the acharya is also for the sake of increasing merit, pacifying obstacles, and eliminating sins. By allowing other acharyas to see the well-drawn mandala, this is also counted as a disciple, and this should be understood. Therefore, it is said that just as the collection of mantras, seeing the meritorious mandala that is relied upon.
