It is called "The Accomplishment of the Practice to be Done in Activities." The phrase "Then, that person's sins," and so on, means that by the power of the unsurpassed secret mantra, that person with great sins will definitely be liberated. That is to say, even if that person exists in the realm of the gods in a divine body, they will appear to the yogi in their previous form, and will show various signs such as miracles. If you want to know how to see those signs or forms, it is said: "Having known these signs, even with a non-discriminating mind, one who possesses love and compassion, entrust all activities." This means that when a yogi directly sees that form, if they think, "This is a god," or "This is someone I have liberated," and so on, such discriminating thoughts are called the obscuration of knowledge. Therefore, one should first think that all appearances are without beginning or end, naturally pure, free from discrimination, without any essence, and free from the four extremes. Why is that? It is because one sees the continuum of the pure, but not of those with defilements. As it is said in the Avatamsaka Sutra: "This is the world, this is the Buddha, this is the Pratyekabuddha Arhat, in these worlds there is discrimination. If one truly understands that, there is no Buddha and no Dharma, no samsara and no nirvana." Therefore, one should know its two states. "One who possesses love and compassion, entrust all activities." This has many situations. If that person transforms into the form of a god in the desire realm, one should not do it for one's own attachment or gain, but should generate great love and compassion for all sentient beings, and for their benefit, entrust them with activities such as pacifying, increasing, and subjugating. Or, even if they no longer exist, one should write their name, letters, and location in the manner of recitation and meditation, build a string of stupas, or write their form. If one can properly perform a fire puja and empowerment, they will not be eaten by demons and will be reborn in a good destination. This is said to be the basis of activities when a yogi becomes weary.
