Although it is indeed so, even though the two Chakravartins are different, because the name "Chakravartin" is summarized into one, by establishing it as one, it becomes ten. Some say that the upper mantra of the Chakravartin is the ordinary mantra of the seven jewels, etc., at the king's enthronement, and it is not fixed, but it is established incidentally when establishing the mantra, so it is said to be ten empowerments. Some say that ten, etc., are ten. Then, "giving the bell and vajra in hand," this means that the vajra and bell arising from Hūṃ (Tibetan: ཧཱུྃ།, Sanskrit Devanagari: हुं, Sanskrit Romanization: hūṃ, Chinese literal meaning: Hūṃ) and Āḥ (Tibetan: ཨཱཿ, Sanskrit Devanagari: आः, Sanskrit Romanization: āḥ, Chinese literal meaning: Āḥ) are given to the disciple's hand after reciting their respective mantras, and after reciting the verses, permission is given, and the respective mantras are recited. This is the irreversible empowerment, and in this empowerment itself, all Buddhas are gathered, and the instructions of the guru, such as Bodhicitta Vajra, etc., are used as empowerment, and permission is given, etc. Some say that this sentence proclaims the Vajra vows. If someone thinks that only the mantra empowerment for achieving accomplishments is conferred? Holding the wheel, etc., the seven jewels, it is said in the sutra, "For the king of men to hold the wheel, empowerment is conferred to destroy sins." These. There also recite the auspicious verses. Here, after taking refuge in the Three Jewels and offering the seven branches, and generating the mind of enlightenment, these worldly empowerments are bestowed; otherwise, it is not so. Therefore, it is said that this is also for destroying sins. Some say that this phrase follows "bestowing the ten empowerments." With this, at the time of empowerments that transcend the world. Some say that it comes from the "Condensed Perfection of Suchness of the Noble One," after which the twelve empowerments are bestowed. This cannot be relied upon, as it is merely another ritual. In the tantras, the empowerments of each's own ritual are different and extremely numerous, and should not be mixed together. It is also said in the root tantra that many empowerments mentioned in the later tantras are added. Here, the first empowerment is the cause for remembering the Dharma of the Buddha's ground, and symbolizing that this cause exists in the continuum. The second is to connect the cause for obtaining that result with the two accumulations. The third is praise, that is, praising that the masses, etc., are universally respected by beings. The fourth is encouragement, that is, encouraging the masses, etc., not to be discouraged. The fifth is to show that those who are not discouraged can accomplish the deeds of the Buddha. The sixth is to have faith that with these limbs, I will definitely become a Tathagata, etc., with this name. The seventh symbolizes that after becoming a Buddha, the beings to be tamed are tamed with miraculous powers and mundane illusions. The verses symbolize taming with conforming illusions. The ninth is to cut off attachment to worldly kingship, that is, to say that the supreme wheel-turning king is himself. The tenth is to show dwelling in non-abiding nirvana, which does not fall into either extreme. The eleventh is to know at that time that the three secrets are inconceivable. The twelfth is to show that at all times of learning and non-learning, one is connected with skillful means and wisdom. Therefore, meaning is perfected by just these, so other rituals should not be introduced here. How many empowerments are there, then?
