Grant it! Having given the Vajra of the Tathagata, the Suchness should be shown. In that very place, the Bhagavan, the Tathagata and the Bodhicitta. For the benefit of those with wrong views, this Nirvana will be shown. The one who shows various means of taming, has a stable and definite nature of Dharma. For the supreme abode of existence, rituals and so on are definitely necessary. Buddha, Dharma and Sangha, and so on, should be understood as the Three Jewels themselves. Then, in short, in all the worlds, for the benefit of all sentient beings, with various means of taming, turn the supreme wheel of Dharma. Thus it is said. May there be victory, may there be victory! Please turn the wheel of Dharma of the lord of all the Tathagatas. Thus it should be said. This is the ritual of permission and empowerment.

Then, contemplate the disciple as Vajrasattva, and remain in that state. By praising, all things are the nature of all Buddhas. By bestowing the Vajra name empowerment, the Tathagata also prophesies. Om, I prophesy you in this way, Vajrasattva Tathagata, for the sake of accomplishing the supreme object, liberate from the evil destinies of existence. Homage to the Tathagata named Vajra so-and-so. Siddha samaya stvam bhūr bhuva svāhā. (藏文：སིདྡྷ་ས་མ་ཡ་སྟྭཾ་བྷུར་བྷུ་བ་སྭཿ，梵文天城體：सिद्द समया स्त्वं भूर् भुव स्वः，梵文羅馬擬音：siddha samaya stvam bhūr bhuva svaḥ，漢語字面意思：Accomplishment, Vow, Being, Earth, Atmosphere, Svaha) The praise for that is this: place the left vajra fist at the heart. To that, all the Tathagatas, all the Vajradharas, and all the Bodhisattva retinues, with their own samaya guru in one voice, prophesy to unsurpassed, perfect enlightenment. Like this, with the great mudra of praise, by the blessing of accomplishing the supremely secret accomplishment, one should say to have faith in the power of this secret. Then, to those who have entered, one should give the exhaling of gathering all the Tathagatas, etc. All the Tathagatas, and the mandala of the Vajradhara Bodhisattva retinue, all those should be led to please their own samaya, and having entered here, make it their own. By practice and subsequent practice, may you be firm with the firmness of all the Vajra realms. Having arisen equally with all the Dharma realms, abide and remain in this great expanse like all the space realms. All the Tathagatas, and relying on one's own samaya guru, visualize in the middle of all the Tathagatas. All the Tathagatas, and one's own guru, now bless by recognizing all the Tathagatas, and one should believe that all the Tathagatas, together with one's own samaya guru, exhale in one voice.
