After blessing with the mudra, in the same way, empower with water, turn the wheel of Dharma, in the same way, all the Tathagatas empower with the empowerment of the banner-pennant crown of the body, give the lotus, and show that very reality. That itself is the Buddha, the Bhagavan. Avalokiteshvara is the lord. The activity of taming methods is, to fully engage in the joyful play. hrīḥ (Tibetan, Devanagari: ह्रीः, Romanized Sanskrit: hrīḥ, literal Chinese meaning: shā). Then, the empowerment of the master. akāro mukhaṃ sarva dharmāṇām ādyanutpannatvāt (Tibetan, Devanagari: अकारोमुखंसर्वधर्माणामाद्यनुत्पन्नत्वात्, Romanized Sanskrit: akāro mukhaṃ sarva dharmāṇām ādyanutpannatvāt, literal Chinese meaning: A is the head of all dharmas, originally unborn). By this, give the bell and show the nature of the Dharma. Just like that red lotus, is not stained by the fault of color, in the same way, the fault of abiding does not stain those who benefit sentient beings. dhīḥ (Tibetan, Devanagari: धीः, Romanized Sanskrit: dhīḥ, literal Chinese meaning: truth). Then, give the empowerment of the name. In the same way, the vow should be shown from elsewhere. With this, give the lotus with both hands. In the same way, truly offer, and after praising with one hundred and eight names, show the mudra of the vow. There is no happiness like desire, that is offered to the victors, for the sake of sentient beings, if one relies on another's wife, then one will obtain merit. Thus speak the secret. Then say this. I pray to you, hero, after generating your own lineage, I pray that the great sage will explain the sacred wheel of Dharma. Then, in short, in all the worlds, for the benefit of all sentient beings, how to tame in various ways, the wheel of the lotus is fully turned. Thus it is said. May victory be, may victory be. May the lord of the lotus lineage, turn the wheel of Dharma. Thus it is said. On that, look with various vajras, bless with that mudra, and in the same way, empower with water, turn the wheel of all actions, the vajra crown of all the Tathagatas

After empowering with empowerment, give various vajras and show their own nature. Anger arises from constant desire, it is the form of a pile of vajra fire, the great union of blazing vajras, and the dakinis are all blazing. hrīḥ (Tibetan, Devanagari: ह्रीः, Romanized Sanskrit: hrīḥ, literal Chinese meaning: shame). Then empower as the lord himself, and give the bell with "akāro mukhaṃ sarvadharmāṇāṃ (Tibetan, Devanagari: अकारो मुखं सर्वधर्माणां, Romanized Sanskrit: ākāro mukhaṃ sarvadharmāṇāṃ, literal Chinese meaning: A is the door of all dharmas)" and so on, and show the nature of the Dharma: all dharmas are the nature of space, and space has no nature either. After speaking the secret, then say these words: Lord, I pray to you, you are the ruler of all Buddhas, for the sake of doing the benefit of all sentient beings, please propagate your own lineage. Then, in short, in order to benefit all sentient beings in all worlds, turn the wheel of karma intensely in various ways of taming. After saying that, be victorious! Be victorious! Turn the wheel of Dharma of the lord of the karma lineage. Then, the yogi of Vajrasattva, visualizing the disciple as Vairochana, blesses him with his mudra, and empowers him with water empowerment in the same way, as the turning of the wheel of Dharma of all Tathagatas themselves, and empowers him with the crown and silk banners of all Tathagatas.
