་དུ་བསྟན་པར་བྱ་བའི་ཕྱིར་རོ། །ཀུན་དུ་འགྲོ་བའི་དོན་ཡོད་སྟོབས། །དེ་བཞིན་གཤེགས་པའི་ཡིད་ལྟར་མགྱོགས། །རྒྱལ་བ་དགྲ་རྒྱལ་རྣམ་པར་རྒྱལ། །འཁོར་ལོས་སྒྱུར་བ་སྟོབས་པོ་ཆེ། །ཞེས་བྱ་བ་གསུངས་ཏེ། ཐམས་ཅད་དུ་ཅིག་ཅར་གདུལ་བྱ་རྣམས་ལ་སྣང་ཞིང་གཤེགས་པས་ན་ཀུན་དུ་འགྲོ་བའོ། །ཡང་ན་གང་གི་ཕྱིར་ཆོས་ཀྱི་དབྱིངས་ལ་མ་གཏོགས་པའི་ཆོས་ནི་འགའ་ཡང་མེད་དོ་ཞེས་བྱ་བའི་རིགས་པས་ཆོས་ཀྱི་དབྱིངས་ཀྱི་ངོ་བོ་ཉིད་ཡིན་པས་ན་ཀུན་དུ་འགྲོ་བའོ། །དོན་ཡོད་པ་ནི་འབྲས་བུ་ཡོད་པ་སྟེ། གདུལ་བྱ་རྣམས་ཀྱི་བསམ་པ་ཇི་ལྟ་བ་བཞིན་དུ་རྫོགས་པའི་འགྲོ་བ་གང་ལ་ཡོད་པ་དེ་ནི་དོན་ཡོད་སྟོབས་སོ། །བཤད་པ་གཉིས་པ་ཡང་ཆོས་ཀྱི་སྐུ་མངའ་བརྙེས་པས་དོན་ཡོད་ལ། ཐོགས་པ་མེད་པར་གཤེགས་པ་ནི་ཐུགས་སུ་ཆུད་པ་སྟེ། དེ་བཞིན་ཉིད་ཐུགས་སུ་ཆུད་པས་སྐལ་བ་དང་ལྡན་པ་རྣམས་ལ་ཡིད་བཞིན་གྱི་ནོར་བུ་རིན་པོ་ཆེ་དང་འདྲ་བར་གྱུར་པས་ན། ཀུན་དུ་འགྲོ་བ་དོན་ཡོད་སྟོབས། །ཞེས་བྱ་སྟེ། ཆོས་ཀྱི་སྐུའོ། །དེ་བཞིན་གཤེགས་པའི་ཡིད་ལྟར་མགྱོགས་པའི་ཏིང་ངེ་འཛིན་གྱི་ངོ་བོ་ཉིད་དུ་འགྱུར་བས། དེ་བཞིན་གཤེགས་པའི་ཡིད་ལྟར་མགྱོགས། །ཞེས་བྱའོ། །ཡང་ན་དེ་བཞིན་གཤེགས་པའི་ཡིད་ལྟར་མགྱོགས་པས་དོན་ཡོད་པའི་སྟོབས་སོ། །དོན་ཡོད་སྟོབས་པས་ཀུན་དུ་འགྲོ་བའོ་ཞེས་རྒྱུ་དང་འབྲས་བུའི་ངོ་བོར་གྱུར་པར་བཤད་དོ། །ནང་གི་ཉོན་མོངས་པ་ལས་ངེས་པར་རྒྱལ་བས་ན་རྒྱལ་བ་སྟེ། སྡིག་པའི་ཆོས་ལས་ང་རྒྱལ་ཏེ། དེའི་ཕྱིར་ཉེར་འགྲོ་ང་རྒྱལ་ཡིན། །ཞེས་གསུངས་པའི་ཕྱིར་རོ། །ཕྱི་རོལ་གྱི་བདུད་ཀྱི་དགྲ་ལས་རྣམ་པར་རྒྱལ་བས་ན་དགྲ་ལས་རྒྱལ་བ་སྟེ། བདུད་དང་མུ་སྟེགས་ལ་སོགས་པའི་དགྲ་ལས་གང་ཞིག་རྒྱལ་བ་དེ་ནི་དགྲ་ལས་རྒྱལ་བའོ། །ནང་དང་ཕྱིའི་ཉོན་མོངས་པ་དང༌། བདུད་ཀྱི་དགྲ་ ལས་རྒྱལ་བ་རྣམ་པ་སྣ་ཚོགས་པ་འདི་ལ་མངའ་བས་ན་རྣམ་པར་རྒྱལ་པའོ། །དེ་བས་ན་ཟིལ་གྱིས་མི་ནོན་པའི་ཆོས་ཀྱི་འཁོར་ལོ་བསྐོར་བར་མཛད་པས་ན་འཁོར་ལོས་སྒྱུར་བ་སྟེ། གང་ལ་འཁོར་ལོས་སྒྱུར་པའི་ངང་ཚུལ་ཡོད་པ་དེ་ལ་ནི་དེ་སྐད་ཅེས་བྱའོ། །བསོད་ནམས་དང་ཡེ་ཤེས་ཀྱི་ཚོགས་ལས་ངེས་པར་འབྱུང་བ་སྟོབས་ཆེ་བའི་བྱང་ཆུབ་སེམས་དཔའ་དང༌། ཁྲོ་བོ་ལ་སོགས་པའི་འཁོར་གྱི་ཚུལ་གང་ལ་ཡོད་པ་དེ་ནི་སྟོབས་པོ་ཆེའོ། །ཡང་ན་བསོད་ནམས་དང་ཡེ་ཤེས་ཀྱི་ཚོགས་ཀྱི་བདག་ཉིད་ཅན་ཟིལ་གྱིས་གནོན་པར་མི་ནུས་པའི་གཟུགས་དང་ནུས་པ་ལ་སྟོབས་ཞེས་བྱའོ་ཞེས་བཤད་དོ། །བཅོམ་ལྡན་འདས་ནི་འཇིག་རྟེན་དང་འཇིག་རྟེན་ལས་འདས་པ་ཐམས་ཅད་ཀྱི་བདག་པོ་ཉིད་དུ་གྱུར་པར་བསྟན་པར་བྱ་བའི་ཕྱིར། ཚོགས་ཀྱི་སློབ་དཔོན་ཚོགས་ཀྱི་མཆོག །ཚོགས་རྗེ་ཚོགས་བདག་དབང་དང་ལྡན། །མཐུ་ཆེན་གཅེས་པར་འཛིན་པ་སྟེ། །ཚུལ་ཆེན་གཞན་གྱི་དྲིང་མི་འཇོག །ཅེས་བྱ་བ་གསུངས་ཏེ། དེ་ལ་ཉན་ཐོས་ལ་སོགས་པའི་དགེ་འདུན་བསླབ་པའི་ཀུན་དུ་སྤྱོད་པ་འཛིན་དུ་འཛུད་པར་མཛད་པས་ན། ཚོགས་ཀྱི་སློབ་དཔོན་ནོ། །ཚོགས་རྣམས་ཀྱི་གཙོ་བོ་ཡིན་པས་ན་ཚོགས་ཀྱི་མཆོག་སྟེ། བྱང་ཆུབ་སེམས་དཔའི་དགེ་འདུན་གྱི་གཙོ་བོར་གྱུར་པས་ན་ཚོགས་ཀྱི་མཆོག་གོ །རྫུ་འཕྲུལ་ཆེན་པོ་དང་ལྡན་པའི་ལྷ་རྣམས་ཀྱི་ཚོགས་ཀྱི་གཙོ་བོར་གྱུར་པས་ན་ཚོགས་རྗེའོ། །དེ་ལས་གཞན་པའི་གནོད་སྦྱིན་དང་ལྷ་མ་ཡིན་ལ་སོགས་པ་ཚོགས་རྣམས་ཀྱི་གཙོ་བོར་གྱུར་ཅིང་སྐྱོང་བར་མཛད་པས་ན་ཚོགས་བདག་གོ །ཇི་ལྟར་ན་ཐམས་ཅད་དུ་འདི་ལྟར་གྱུར་པ་ཡིན་ཞེ་ན། དེའི་ཕྱིར་དབང་དང་ལྡན་ཞེས་བྱ་བ་གསུངས་ཏེ། དབང་དུ་གྱུར་པ་ཉིད་ཐོབ་པའི་ཕྱིར་རོ་ཞེས་བྱ་བར་དགོངས་སོ། །ཡང་ན་དེ་བཞིན་གཤེགས་པའི་དཀྱིལ་འཁོར་ཆེན་པོ་དེ་བཞིན་གཤེགས་པ་ནི་བྱང་ཆུབ་སེམས་དཔའ་ལ་སོགས་པའི་ཚོགས་རྣམས་ཀྱི་གཙོ་བོར་གྱུར་པས་ན་ཚོགས་ཀྱི་མཆོག་གོ །ཁྲོ་བོའི་དཀྱིལ་འཁོར་དུ་དྲག་པོས་མནན་ནས་སྟོབས་ཀྱིས་བྱང་ཆུབ་སེམས་དཔའི་སྤྱོད་པ་འཛིན་དུ་འཛུད་པར་མཛད་ པས་ན་ཚོགས་ཀྱི་སློབ་དཔོན་ནོ། །འཇིག་རྟེན་པའི་ཕྱི་རོལ་གྱི་རྡོ་རྗེའི་རིགས་ཀྱི་དཀྱིལ་འཁོར་གྱི་དབུས་སུ་བཞག་ནས་འདི་ནི་བདག་ཅག་གི་སྟོན་པ་དང་གཙོ་བོ་དང་དབང་པོའོ་ཞེས་མཆོད་པར་བྱེད་པས་ན་ཚོགས་ཀྱི་མཆོག་གོ །གཟུངས་ཀྱི་དཀྱིལ་འཁོར་དུ་གཟུངས་ཀྱི་ལྷ་མོ་ཐམས་ཅད་ཀྱི་ཚོགས་རྣམས་དགའ་བ་བསྐྱེད་པའི་བདག་པོར་གྱུར་ནས་བཞུགས་པས་ན་ཚོགས་རྡོ་རྗེའོ། །ཐམས་ཅད་དུ་ཅིག་ཅར་བདག་པོར་གྱུར་པས་ན་ཚོགས་བདག་གོ །འདི་ཡང་དབང་དུ་གྱུར་པས་ན་དབང་དང་ལྡན་པ་ཞེས་བྱའོ། །ཐམས་ཅད་དུ་ལེགས་པར་གནས་པའི་ཕྱིར་མཐུ་ཆེན་པོ་འདི་ལ་མངའ་བས་ན་མཐུ་ཆེན་ནོ། །སེམས་ཅན་མ་ལུས་པའི་དོན་མཛད་པའི་ཕྱིར་དེ་བཞིན་གཤེགས་པའི་གཅེས་པ་ལ་དེས་པར་སྦྱོར་བས་ན་གཅེས་པར་འཛིན་པ་སྟེ་ཞེས་བྱའོ། །དེ་ལྟ་ན་ནི་གཞན་ལ་རག་ལས་པ་ཉིད་དུ་འགྱུར་རོ་སྙམ་པའི་རྟོག་པ་བསལ་པར་བྱ་བའི་ཕྱིར། །ཚུལ་ཆེན་གཞན་གྱི་དྲིང་མི་འཇོག །ཅེས་བྱ་བ་གསུངས་ཏེ། འདིས་སེམས་ཅན་རྣམས་སངས་རྒྱས་ཉིད་དུ་འཁྲིད་པར་མཛད

是为了要显示出来。周遍行之义,有义力,如来意之速,胜者,摧敌胜,极胜,转轮者,大威力。如是说,于一切时顷刻间对所化诸众显现而逝,故为周遍行。又或者,以何之故,以除法界之外别无他法之理,乃是法界之自性,故为周遍行。有义者,乃是有果,谓于所化诸众之意乐如何,即有成办如是之行者,此乃有义力。第二种解释也是,以拥有法身故有义,无碍而逝乃是领悟,谓以领悟如是之性故,对于具缘者犹如如意宝珠一般,故云:周遍行之有义力,是为法身。因变为如来意之速之三摩地自性,故云:如来意之速。又或者,以如来意之速故,乃是有义之力量。以有义力量故,乃是周遍行,如是宣说成为因与果之自性。以必定胜过内在之烦恼故,是为胜者,谓于罪恶之法生起我慢,因此是为随行我慢。如是宣说之故。以外在之魔之怨敌获得极胜故,是为摧敌胜,谓从魔与外道等之怨敌中,无论谁获得胜利,彼即是摧敌胜。以具有内外之烦恼与魔之怨敌 中获得胜利之种种相,故为极胜。因此,以不被压伏之法轮而作转动,故为转轮者,谓于何者具有转轮之相,则彼即如是称之。从福德与智慧之聚中必定生起大力量之菩萨,以及具有忿怒尊等之眷属之相者,彼即是大威力。又或者,具有福德与智慧之聚之自性,不可压伏之身形与能力,称为力量。
English
It is in order to show it. The meaning of all-pervading action, having meaningful power, as swift as the Tathagata's mind, Victorious One, conquering enemies, supremely victorious, Wheel-turner, great power. Thus it is said, appearing and departing to all those to be tamed at all times in an instant, therefore it is all-pervading action. Or, for what reason, since there is no other dharma apart from the realm of dharma, it is the very nature of the realm of dharma, therefore it is all-pervading action. Having meaning is having fruit, that is, whoever has the action of accomplishing the thoughts of those to be tamed, that is meaningful power. The second explanation is also, because of possessing the Dharmakaya, it is meaningful, and going without obstruction is realization, that is, because of realizing suchness, it becomes like a wish-fulfilling jewel for those who have fortune, therefore it is said: all-pervading action, having meaningful power, is the Dharmakaya. Because it transforms into the Samadhi nature of being as swift as the Tathagata's mind, it is said: as swift as the Tathagata's mind. Or, because it is as swift as the Tathagata's mind, it is the power of having meaning. Because of the power of having meaning, it is all-pervading action, thus it is explained as becoming the nature of cause and effect. Because of definitely overcoming the inner afflictions, it is the Victorious One, that is, arrogance arises from sinful dharmas, therefore it is the accompanying arrogance. Because it is said thus. Because of obtaining supreme victory over the external enemy of Mara, it is the conquering of enemies, that is, whoever obtains victory from the enemies of Mara and heretics, that is the conquering of enemies. Because of possessing various aspects of victory over inner and outer afflictions and the enemy of Mara, it is supremely victorious. Therefore, because of turning the wheel of dharma that cannot be suppressed, it is the Wheel-turner, that is, whoever has the aspect of turning the wheel, that is what it is called. From the accumulation of merit and wisdom, the Bodhisattva of great power will definitely arise, and whoever has the aspect of the retinue of wrathful deities, etc., that is great power. Or, having the nature of the accumulation of merit and wisdom, the form and ability that cannot be suppressed are called power.

已如是解释。为了显示薄伽梵是世间和出世间一切的主宰,故说:众之导师,众中之胜;众主,众之主宰具威力;大能仁,珍重而执持;大行持,不顾及其他。如是宣说。其中,由于令声闻等僧众受持修学之行,故为众之导师。由于是众生之主,故为众中之胜。由于是菩萨僧众之主,故为众中之胜。由于是具有大神通之天众之主,故为众主。由于是不同于彼之夜叉和非天等众生之主,且行调伏,故为众主宰。若问:如何于一切皆如是?故说“具威力”,意为获得自在之故。又,如来之大坛城中,如来是菩萨等众生之主,故为众中之胜。于忿怒坛城中,以猛力镇压,以威力令受持菩萨之行,故为众之导师。于世间外之金刚部坛城中央安立,并作是念:此乃吾等之导师、主尊及自在者,而作供养,故为众中之胜。于明咒坛城中,成为令一切明咒天女众生欢喜之主而安住,故为众金刚。于一切时中一时成为主宰,故为众主宰。此亦由于自在之故,称为具威力。由于于一切时中善住之故,具有此大威力,故为大能仁。由于成办一切有情之义利,故将如来之珍爱与之相连,故称为珍重而执持。若如是,则成为依赖于他者之境,为了遣除此种分别念,故说:大行持,不顾及其他。如是宣说,此乃引导众生趋向成佛。
English
It has been explained as such. In order to show that the Bhagavan is the master of all that is worldly and beyond worldly, it is said: The teacher of the assembly, the best of the assembly; the lord of the assembly, the master of the assembly, endowed with power; the great mighty one, cherished and held; the great conduct, not regarding others. Thus it is declared. Among them, because he causes the Sangha of the Hearers and others to uphold the practice of learning, he is the teacher of the assembly. Because he is the chief of the assemblies, he is the best of the assembly. Because he has become the chief of the Bodhisattva Sangha, he is the best of the assembly. Because he has become the chief of the assembly of gods endowed with great magical powers, he is the lord of the assembly. Because he is the chief of the assemblies of yakshas and asuras and others different from that, and he subdues them, he is the master of the assembly. If one asks, how is it like this in everything? Therefore, it is said, 'endowed with power,' meaning that it is intended to be because of obtaining freedom. Also, in the great mandala of the Tathagata, the Tathagata is the chief of the assemblies of Bodhisattvas and others, so he is the best of the assembly. In the wrathful mandala, he violently suppresses and forcefully causes the practice of the Bodhisattva to be upheld, so he is the teacher of the assembly. Having placed him in the center of the Vajra family mandala outside the world, and thinking, 'This is our teacher, lord, and master,' and making offerings, he is the best of the assembly. In the mantra mandala, he abides as the master who creates joy for all the assemblies of mantra goddesses, so he is the Vajra of the assembly. Because he becomes the master all at once at all times, he is the master of the assembly. This is also called endowed with power because of being free. Because he dwells well at all times, he possesses this great power, so he is the great mighty one. Because he accomplishes the benefit of all sentient beings, he connects the cherished one of the Tathagata with it, so he is called cherished and held. If so, it becomes a state of dependence on others, in order to dispel this kind of discrimination, it is said: Great conduct, not regarding others. Thus it is declared, this leads sentient beings to Buddhahood.
