Accomplishment is accomplishment, and the bliss it generates is the bliss of all accomplishments. That which is called "supreme bliss" is the supreme of the Tathagatas, hence it is called the supreme bliss of all accomplishments. "The lord of all mudras is the powerful one." This means that since it is both a mudra and all, it is all mudras, such as the vajra weapon, etc., which are the nature of goddesses. The master of those is the chief. Because it is the chief of those, it is called the powerful one. "The accomplishment of all vajras is great." This means that since it is both vajra and all, it is all vajras, i.e., the Buddhas and Bodhisattvas of the nature of the mandala of the painted cloth of the vajra family. The accomplishment of those great mudras, etc., is the great accomplishment. "The source of all-knowing is great." This means that all-knowing is the mandala of the painted cloth of the lotus family. Since it is both its source and great, it is said, "The source of all-knowing is great." That is, because it is the cause of the mandala of the painted cloth of the lotus family, it is the noble Avalokiteshvara who pervades all places. Invincible means unable to be overcome by power. Unslayable means unable to be slain. The so-called "doer of all" refers to the fact that in the manner of the mandala of the painted cloth of the noble Akashagarbha, it performs the activity of completely fulfilling the intentions of all sentient beings, hence it is the doer of all. The so-called "place of all those" refers to that which has become the support of all sentient beings. The so-called "victorious over the three realms" refers to the fact that it subdues the realms of sentient beings abiding in the desire realm, the form realm, and the formless realm, hence it is victorious over the three realms. The so-called "various" refers to that which pervades all places. If asked, how is it victorious over the three realms? It is answered, it is able to subdue and benefit. Because this is able to inflict subjugation and benefit on all sentient beings who act in the three realms, the blessings of all deities such as Vajrasattva are bestowed upon the realms of all sentient beings. Therefore, with a mind of rejoicing in all, it is of the nature of a mind that is attached to all.

Because the arising of all forms, such as the Tathagatas, is unparalleled and unique, it is the most excellent of all, including the Tathagatas, hence it is the All-Supreme. All-Knowing is the very nature of all the Tathagatas. "Giving all accomplishments" means that it gives all the accomplishments of the Tathagatas, and therefore it is the Giver of All Accomplishments. "In all realms of the world," and so on, are all easily understood. Having meditated in such a way, one will attain accomplishment like Vajrasattva and others. Now, meditating like the images of Vajrasattva and others, in order to show that one will become Vajradhara or a Tathagata. "If," and so on, is said. "If" means "what if?" What if one desires to accomplish the supreme of all accomplishments, such as Vajradhara himself, or Buddhahood, or the characteristics of the first Bodhisattva ground, then by the supreme of that accomplishment, by the union of the reality of the great vow, if one accomplishes it in this way, then all the accomplishments of the practice will be accomplished in this very life. In order to show this very meaning, "by the latter," and so on, is said. By the rituals spoken of in the latter part of the tantra, or by the worldly ones spoken of in the tantras of the Great Lord and others, or by all the conceptualizations spoken of in the conceptualizations of the Tathagatas and others, or by what is made by oneself, that is, by the rituals spoken of by Vajrasattva, all accomplishments will be accomplished quickly and swiftly, thoughtfully and firmly. Thus, the rituals have been spoken of in order to accomplish the great seal and other accomplishments. Now, in order to firmly establish that one should generate oneself as one's own deity body and accomplish all these accomplishments. Then, how should one accomplish oneself with one's own mudras? And so on, is said in order to explain this. Accomplishing oneself as the nature of one's own deity body, speech, and mind vajra with one's own mudras is generating oneself as one's own deity body. Then, how does that happen?
