I urge all those who do not turn the Wheel of Dharma to turn the sacred Wheel of Dharma. To all those Buddhas and Bhagavad-bhagavats in the ten directions who wish to enter into complete Nirvana, I beseech them not to enter into complete Nirvana. Then, bind the flower mudra and say these words: Whatever flowers of gods and humans there are in this world, or in all the realms of the ten directions, whether they are mind-born, water-born, or field-born, all of these, in order to perform the act of offering to all the Tathagatas without exception, I offer to all the Buddhas and Bodhisattvas in the ten directions, together with the five families, and all the essences, mudras, secret mantras, and the distinctions of the vidya-mantra deities.
