于地,无边者,财增者,住者,羯句咤者,莲花者,大莲花者,持螺者,具种姓者,具有七七个伞盖,应使其安住于士夫之形像中。是龙之坛城。所有都应做成与第一个坛城相同,于坛城之中央,乃薄伽梵金刚萨埵。从其东方开始,从金刚甲胄等直至金刚铃的终极之间,所有都应以天女之形像安住。是金刚萨埵之秘密坛城。第二品中所说的根本续之十一个坛城即是此。所有内外都成为安住于第一个坛城之形像的坛城,其中央乃薄伽梵金刚萨埵,其所有方位有欲贪金刚等。其隅角处有极喜女和胜喜女,以及眼和吉祥大母。外坛城之隅角处则有娇媚女等。于东方等门处则有金刚钩等。外隅角处则有宝瓶等,以及顶饰等安住。于薄伽梵之前应安放一个宝瓶。是第二品中所说的后部续之第一个坛城。外坛城做成与第一个相同。其内部,于其一半的圆形上,有金刚之线,并以八根柱子而近为庄严,于所有天之住处安放各种莲花之座,于其中央乃薄伽梵毗卢遮那,于其面前,薄伽梵不动者已胜伏魔罗,于右侧,薄伽梵宝生如来,菩提萨埵,以手持珍宝顶饰等而作灌顶。于后方,薄伽梵无量光,大菩提萨埵普贤等所围绕,而作法轮之转。于左侧,薄伽梵不空成就者,调伏贪欲之有情。于火等隅角处,有金刚心母,以及宝心母,法心母,业心母等。

On the ground, the limitless one, the one who increases wealth, the dweller, Karkota, the lotus, the great lotus, the conch-holder, the one with lineage, possessing seven times seven parasols, should be made to abide in the form of a man. This is the mandala of the nagas. All should be made like the first mandala, and in the center of the mandala is the Bhagavan Vajrasattva. Starting from the east of it, from the Vajra Armor and so on, up to the ultimate end of the Vajra Bell, all should abide in the form of goddesses. This is the secret mandala of Vajrasattva. The eleven mandalas of the root tantra spoken of in the second chapter are these. All, including the outer and inner, are mandalas abiding in the form of the first mandala, in the center of which is the Bhagavan Vajrasattva, and in all directions of which are the desire-attachment Vajra and so on. In the corners of it are the Very Joyful Woman and the Supremely Joyful Woman, as well as the Eye and the Great Glorious Mother. In the corners of the outer mandala are the Charming Woman and so on. In the doors of the east and so on are the Vajra Hook and so on. In the outer corners are the vase and so on, and the crests abide. In front of the Bhagavan, one vase should be placed. This is the first mandala of the later tantra spoken of in the second chapter. The outer mandala is made like the first one. Inside it, on a circle that is half of it, there is a vajra line, and it is adorned with eight pillars. In the place of all the deities, various lotus seats are placed, and in the center of it is the Bhagavan Vairochana. In front of him, the Bhagavan Akshobhya has completely overcome Mara. On the right, the Bhagavan Ratnasambhava, the Bodhisattva, empowers with a jewel crest and so on in his hand. Behind, the Bhagavan Amitabha, surrounded by the great Bodhisattva Samantabhadra and so on, turns the wheel of Dharma. On the left, the Bhagavan Amoghasiddhi tames sentient beings who engage in desire. In the corners of fire and so on are the Vajra Heart Mother, the Jewel Heart Mother, the Dharma Heart Mother, and the Karma Heart Mother.
