It means that, regarding the heart mantras of each deity such as Vajradhatu (བཛྲ་དྷཱ་ཏུ་), one should understand the meaning they reveal through recitation. Then, according to one's preference, one should focus on the meditation of the beloved deity, and contemplate the Tathagatas in front. One should also recite the respective heart mantras in brief words and visualize them residing in front. So, can one achieve accomplishment by manifesting in the form of verbal recitation like this? The answer is that during recitation and so on, meditation is the main thing, as has been taught. Why is it taught like this? Because of the power of meditation, it has been said. If one manifests oneself as the deity's meditation and also contemplates it in the same way in front, even without performing the ritual of invitation, they will come and bless. Therefore, meditation is the main thing. Then, how should the order of meditating on the deity, as well as thinking, and rejoicing be arranged? It has been said, like in a room that has been examined. Like having examined, it refers to tending towards the meaning above, like a room that has been examined in that way, which is the thought of the deity's palace manifesting. The position of the central wheel refers to the center of the round seat like a wheel in the center of the palace. The great lion throne refers to the characteristic of having the ability to subdue others, and it is shown as a symbol of having four fearlessnesses. Above it, one should contemplate the lotus, which is a symbol of being delighted for the benefit of beings and not being stained by the faults of samsara, and the great mandala of the moon, which is the essence of bodhicitta. The perfection of the deity refers to the blessings of the noble ones who are worthy of residing there, and the basis or nature of the perfection of the qualities arising from liberation. Above it, the Bhagavan is constant, which means that because he possesses the perfection of worldly and transmundane qualities, he has the meaning of subduing the four maras, such as the sons of gods, and the opposing forces belonging to them. Because he transcends without abiding in any nature, he is called Bhagavan. Freed from the appearance of sudden impermanence.

Why is it called "Permanent"? Because it abides in the great permanence, and because it possesses many qualities such as the great enjoyment of Dharma-nature, it is called "Permanent." Why is it said so? Because it arises and emerges from the essence of the Dharma-realm, which is perfectly pure and has always been abiding, therefore it is said so. "Truly showing the marks and signs" means showing the body whose essence is beautifully adorned with marks and signs. Because it is shown as superior to ordinary beings, it is the Holy One. Just as the great solar disk cannot be suppressed by the light of a firefly, because it is not suppressed by the light of others, it is "Unsuppressed." "Completely taming all realms of the world" means that by emitting and gathering great rays of light, it pervades all realms of the world, making the beings dwelling there who lack faculties complete with faculties, placing the suffering in happiness, and those abiding in happiness do not separate from that happiness, and through the stages of continuous advancement, they practice the Great Bodhi. As it is said in the Sutras, from the places of the Tathagata's body, sixty-six kotis of rays of light are emitted, pervading all realms of the world. Those beings who are touched and contacted by the rays of light, the blind are able to see forms, the deaf are able to hear sounds, the mute are able to speak, those with crippled limbs are able to have limbs, and the insane are able to have memory. As it is said, "The insane are able to have memory," and so on, it is widely proclaimed. "Marks" means showing various marks such as those of ascetics, Brahmins, naked ones, Brahma, Indra, Chakravartin, men, women, horses, elephants, conches, and so on. "Conduct" means showing in different ways such as anger, peace, terror, causing terror to others, bravery, fear, good and bad, gentle and harsh. "Many bodies" means enjoyment.
