As for, it should be known that this is the Bodhicitta, the lord of all Tathagatas. Then, with "Om Vajra Hetu Mam," place the wheel between the two feet. With the first vowel letter, give the scripture, and with the last vowel letter, give the bell on the left, and say the following words: From now on, generate Bodhicitta, and just by that, turn the wheel of Dharma. From this day forward, the protectors of the world will turn the wheel. The conch shell of Dharma is supreme, may it fill all places completely. Do not be of two minds, and with a mind free of doubt, proclaim the excellence of the practice of secret mantras widely in this world. By doing so, you will be of benefit to the Buddhas and repay their kindness. All Vajra Holders will always protect you. And again, may you be in accordance with the conduct of the Buddhas, the Chakravartin Kings, as it is. In short, for the benefit of all beings in all worlds, please turn the wheel of Dharma, which tames in various ways. Thus it is said. Similarly, please also turn the wheels of the Vajra, sword, lotus, and jewel. With this, grant the permission. These five verses bestow the final empowerment on the individual. The additional permission is explained by the six verses beginning with "By nature." Taming means subduing. Pure means purified by the rituals as previously described. The other common one refers to the synonyms of common and supreme. Invisible refers to the invisible accomplishment, and if accomplished, one will become the lord of a thousand trillion worlds. If psychic powers are accomplished, one will become the lord of the intermediate world of two thousand trillion worlds. If the accomplishment of the Vidyadhara is accomplished, one will have power over the simultaneous destruction and simultaneous formation of the three thousand worlds. These are the common accomplishments. The supreme accomplishment is: The Vajra Holder is the lord of all beings. Thus it is said, the mudra.
