Because it is Vajra. The meditation of the mandala with the Bodhisattva as the main deity, whatever the order of meditation, should make all wheel-holders rejoice, that is its meaning. The so-called "that itself" refers to what is said in the written mandala. The so-called "teacher" refers to the Vajradhara who has the nature of the wisdom being. The so-called "heart" refers to the heart of the disciple. The so-called "place of empowerment" refers to the collection of the meaning of empowerment. The so-called "by three" refers to the rituals of empowerment by vase, secret, and wisdom-wisdom, etc. Why should these three be used? Because these three themselves are the cause of being a teacher. The empowerment performed by the teacher should also be as before, giving the six wisdom empowerments of rosary, water, crown, vajra, lord, and name, the rituals spoken of in other tantras, to the written mandala or the meditation mandala. Because there are no special words. The so-called "all" refers to all Buddhas. The so-called "Bodhi" refers to the state of Vajradhara. The so-called "great rare accomplishment of all" refers to all subtle accomplishments. The so-called "body, speech, and mind" refers to all the Buddha's teachings. The wheel of vows is the collection of samadhi. So, in this meditation mandala, in what way, to whom, should empowerment be given? It should be given by one who has a stable and unchangeable mind to one who has a stable and unchangeable mind. Among them, the teacher's mind is stable, which means seeing the manifestation mandala completely clearly. The mind does not change, which means that even if one does all the activities of that mandala, one only sees that itself. The disciple's mind is stable, which means that from the written mandala, one powerfully believes that the teacher's meditation mandala is neither superior nor inferior. The mind does not change, which means that for the three times of past, present, and future, one is certain that one will be truly empowered, is being empowered, and has been empowered by this excellent teacher, and that neither oneself nor others will waver in this.

For the purpose of arising from, etc., empowerment should also be conferred in the mandala of meditation, which is the oral instruction. The mandala of meditation. The vajra of all Tathagatas is body, speech, and mind. The union of these is equality. Vajra is the Vajra Holder, that is, his body, speech, and mind. The secret of these is the essence. What is that? It is the Bhagavan Vajra Dakini, and here the seed syllable is also called that. The mandala of flesh and bones, etc., means that the body, skin, empty stomach, bones, and flesh, which are to be accomplished from the letter KHAṂ (ཁཾ,khaṃ,seed syllable), are filled with blood alone, appearing as a bag. The essence of the three, body, speech, and mind, of Vajrasattva is the condensed essence, which is the meaning of Vajra Dakini. "To be meditated upon" is to be connected with the following word "ritual". Among them, on the solar mandala, the three letters HŪṂ (ཧཱུྃ,hūṃ,seed syllable), HRĪḤ (ཧྲཱིཿ,hrīḥ,seed syllable), KHAṂ (ཁཾ,khaṃ,seed syllable), which have completely transformed into three points, arise in sequence from the center's radiating and gathering of light, and empowerment with the crown of Akshobhya is the ritual. Fierce is because they themselves have the intention of subduing the wicked. Unpleasant is because of gnashing teeth, moving the tongue and distorting the face, and because the hair is yellow and erect, and because it is adorned with skulls and garlands of intestines, etc. Wrathful is because the left leg is extended, the eyebrows are furrowed, the eyes are red, and it is accompanied by laughter of Haha. The four hands are the hands holding weapons, and the hands embracing Vajra Dakini, there are six hands in total. Meditate on holding a skull in the hand. It means that the trident, the vajra samaya, and the supreme fierce phurba are connected with the following action. "Holding" is the remainder. The right hands hold the trident and the human bone phurba, and the left hands hold the skull and the vajra khatvanga, that is the meaning. Light rays, etc., the letter HRĪḤ (ཧྲཱིཿ,hrīḥ,seed syllable) of five colors radiates light.
