Because of entering "va" etc., the Vajra Samaya is a mantra that is difficult to transgress. All Samayas are all deities. The Samayas of their body, speech, and mind are the mandala of the three secrets. Their mantra Vajra is an indivisible mantra. The so-called "this" is these five letters themselves. Why? Because the essence of the five Tathagatas is all contained within them. Therefore, reciting this will cause one to enter and cause others to enter all mandalas. After entering, the disciple should be given empowerment as appropriate, according to the ritual. Here is a verse: The garland empowerment is the first, Because the garland is tied on the topknot. Water and crown, Vajra and, The Lord and the name and the two. These six are the empowerment of the Vidyā. The Acharya is called the seventh, The Acharya is called the three kinds, Spoken by Vajra, Secret, and Wisdom. Among them, the six Vidyā empowerments are not explained because they are the same as other tantras. The Acharya empowerment itself should be explained because it has three differences. In its teachings, it says "to that, this" etc., which means the Great Vajra empowerment and the secret of secret and wisdom, which are words that summarize the classification. According to the way it is taught, the first teaching of the Great Vajra is explained, which is the saying of "all" etc. The so-called "all Buddhas" refers to those who are contained and dissolved in the assembled mandala, holding precious vases filled with the water of Samaya wisdom. Cymbals, incense, etc. are themselves Samayas, because these themselves are the instruments of empowerment. Their cloud masses are those that pervade the sky, held in the hands of the Vidyā assembly together with the great ones. The so-called "Vajra body, speech, and mind mantra" refers to the three letters. The so-called "mustard seed" refers to the rays of light that arise from the bindu of the heart essence seed. The so-called "strike" means to urge. Or, another way is

No. "Buddha" means those who dwell in the realm of space. "Vajrasattva's samadhi" means entering into samadhi with a stable samadhi. "All supreme samayas" means the vidya queens born from the light rays of the seed syllables in the hearts of those Buddhas themselves. The implements such as the image Vajra Mother are as before. "Disciple" means one who is worthy to be empowered as a teacher. "Vairochana" means transforming into the form of the mandala's lord. "Possessing the vajra of body, speech, and mind" means the body vajra and so on. "Should rejoice" means at the crown of the head, throat, and heart of that very one. "The secret of all empowerments" means the suchness that completely perfects all three empowerments. What is that? It is said that all teachers should speak in vajra words. All teachers should recite in the form of vajra verses at the moment of empowerment. That very verse is "The Buddhas are" and so on, as it is said. Because it empowers by washing away the stains of obscurations, it is empowerment. Whose obscurations? The obscurations of non-retrogression and all accomplishments. "Great vajra" means the great bodhicitta. In "giving," "to this disciple" is the remainder. What is that? The Buddhas are the three secrets of all, being of one taste in the secret assembly. How is it? Born from the vajra, the first empowerment is born from the vajra of all the deities, the second is of the giver, and the third is of the father. How is it that the first is the empowerment of the great vajra, and the others are not? Here, it is vast, like the great mudra. That is also because it is the body empowerment itself, or because there are many givers. For the sake of distinguishing the occasions when each empowerment is bestowed upon the disciple who is a petitioner, by which verse. It is said, "Here it is," and so on.
