O! The word "etc." includes the forms of Mamaki, White-clad Mother, and Tara. These please the Ushnishacakravartin, and also please the six Chakravartins. Among them, Achala (Immovable One) empowers the other five. The Constant One and the Vajradhara, as well as Pride, Desire, and Amoghasiddhi, should practice the conduct of Vidyas in order with the eyes and so on. Whether the Ushnishas are the lords of the mandala or the members of the mandala, they can be pleased, because there are no special words. After the remaining mandala members have been empowered, it is said, "From among the Wrathful Ones," etc. Buddha Vajra is Achala (Immovable One), and meditating on him is for the purpose of empowerment. The King of Vidyas is the eye and so on, and that itself is the dharmas, because it abides in the supreme position of the lord of the mandala. The Queen of Vidyas is the four Joyful Women. Their union is samadhi, and for them, that is the meaning of "by that." All Desirers are the six Vajradharas, and their samadhi is in all the mantras of the Desirers. The wisdom that does not eat ghosts is Amoghasiddhi. On the other hand, it is said, "Mantras," etc. For the mandala members and all beings who do not know their lineage, Achala (Immovable One) himself should be meditated upon on the crown of the head, because he, with the nature of meditation that washes away all stains of characteristics, is the lord of all empowerments, that is the meaning. Therefore, these words of Ushnisha and so on, in the eighteenth chapter, from "the six Chakravartins" to "the empowerment of all by Dhyana Vajra is highly praised," will be explained. Among them, Dhyana Vajra is Achala (Immovable One), he is everything, but the first offering is not, that is the meaning. What is said is a brief summary of the vows of supreme accomplishment. Incidentally, the vows of the minor accomplishments of Yakshini and so on are also said, "Yakshini," etc., the mantras of the Yakshinis.

The tantra is the continuum of mantras of yakshinis and so on. To strike on the crown of their heads is meditation. Union is samadhi. Mantras are the deities. It is both union and mantra. Auspiciousness is praise. Exhortation is to properly unite one's own chakravartins. Empowerment is because it is the nature of pervasiveness. The great samaya is asceticism and empowerment. That which reveals that is called that. Meditation and so on is the conclusion. This is said, "By Vajrasattva union." It is said that "Sopa" is connected to "everything is said." What is said? It is called "Dhyana Vajra," the mandala etc. of that which pleases the mantras with stable samadhi, is the collection of essence. The great samaya is the great Vajradhara. His accomplishment is to please him, because he accomplishes his command. In order to ascertain one's own accomplishments etc., it must be poured into the vessel, therefore, to make it independent is to say "from then on" etc. The revealer is because by his command all the deities are poured into the vessel. Why is that? Because it is the most supreme. Why is that? Because all dharmas are independent, it is the author of the accomplished mantras. Why is that? Because body, speech, and mind are completely pure, there is no fault in any way. Wisdom is the accomplishment of the act of pouring. That itself is vajra because it is the nature of stability. Explaining that is also called that. The command is transformed into a command. That which is called Dhyana Vajra is the unwavering samadhi of pouring. That which is called excellent is special, meaning that, like the image of oneself, red Vajradhara, etc., and how the vessel and the deities will be explained. Recitation is the mantra of pouring. By the union of mantras, it is said, like the place of the letter ha etc., it is established on the water mandala etc.
