Pa. "All Buddhas" means those who hold precious vases filled with the water of samaya-wisdom that has entered and dissolved within the assembled mandala. Cymbals, incense, and so forth are the samaya, because they are the very implements of empowerment. Their cloud-like gatherings fill the sky, held by the assemblies of vidyadharas, great and all. "By the mantra of the three vajra-kayas" means by the three syllables. "Mustard seeds" means by the rays of light that arise from the bindus of the essence-seed. "Should be struck" means should be urged. "Or else" means another direction. "Buddhas" means those who dwell in the expanse of the sky. "By the samadhi of Vajrasattva" means by entering into equipoise with stable samadhi. "By all the supreme samayas" means by the vidya-goddesses who arise from the door of the seed-light of the hearts of those very Buddhas. The implements, such as the Rupavajra, are as before. "Disciple" means one who is suitable to be empowered as a master. "Vairochana" means into the form of the lord of the mandala. "Possessing the vajra of body, speech, and mind" means the vajra of body and so forth. "Should be placed" means on the crown of the head, the throat, and the heart of that very one. "The secret of all empowerments" means the very suchness that perfects all three empowerments. What is that? It was said, "All masters should speak the vajra words," meaning that all masters should utter the vajra words in the manner of verses at the moment of empowerment. That very verse is what was said beginning with "The Buddhas," and so forth. Because one empowers with this in order to wash away the stains of obscuration, it is empowerment. Whose obscurations? Those of irreversibility itself and of all siddhis. "Great vajra" means the great bodhichitta. "Give" and "to this disciple" are additional. What is that? The Buddhas...

Mams is the three secrets of all things. The secrets are united as one taste. How is it? Born from the vajra, the first empowerment is born from the vajra of all the deities, the second is the giver, and the third is the father. If so, then the first is the great vajra empowerment, are the others not? Here it is vast, similar to the great mudra. That is also because it is the empowerment of the body, or because the givers are not unique. In order to distinguish the chapters, in which chapter, each empowerment is given to the student who prays. Among them, "This is" and so on are said. The ritual spoken by all the students who pray to the Great Vajradhara is the suchness of the means, which is the nature of the chapters. Bodhi Vajra is Vajradhara. The word "Great Offering" is a grand feast, which means "Abhisheka of Manifest Desire". Space Vajra is Vajradhara, here the master himself is Space Vajra, because he is the same as Space Vajra. From the words "as given", it should be known "give it as it is". "At that time" means immediately after praying. "Giving" is done by the master. "By the combination of the form of the deity" means by the chapter of Vajra Vairocana shown. "In the heart" means on the moon in the heart of the student's wisdom sattva. "The lord should be established" means to think of dwelling in the joy of Vajrasattva, and then give the empowerment. "Vajra" etc., like the ritual, means entering like the ritual. "The vow also" means that now you have entered the lineage of all Tathagatas, etc., which is widely proclaimed. Subduing through "also", throwing the garland into the mandala, and tying it on its crown. Then give the words of the mantra, which means to visualize the white Om (藏文:ཨོཾ,梵文天城体:ओम्,梵文罗马拟音:oṃ,汉语字面意思:嗡) emitting light in its eyes. Then open your eyes.
