That's the explanation. Chapter Seventeen: Explanation of the King of Blessings of the Vajra of the Vows and Samayas of All Tathagatas. By proclaiming vows and the like, one will attain the desired siddhis. Therefore, to closely reveal the vows that have been spoken and not spoken, the laughter of the seventeenth chapter is proclaimed. From "Then" and so on, because it is the nature of extremely pure wisdom, it is Akshobhya Vajra. Because it is the nature of mirror-like wisdom, it is great wisdom. Because the wisdom of equality itself is the cause of the arising of all Tathagatas, it is Vajradhatu. Because all dharmas, how they abide, are realized as suchness, the great wise one is the lord endowed with wisdom. Because of the very nature of the mandala of the support and the supported, such as the body vajra, it is the three supreme vajras, the three mandalas. Because that itself is the nature of various forms, it perfects the actions of all sentient beings, therefore the nature of the wisdom of diligent action is said to be Bhagavan. It is said that vows and the like should be observed. The term "vajra" is a general term for the nature of the five wisdoms. Similarly, from the perspective of Vairochana and so on, the meaning of the remaining verses should be explained in this way. Starting with Vajra Enjoyment and so on, with the nature of Vairochana and so on. The intention of knowing the suchness of dharma and making the vows firm is proclaimed. From "Then" and so on, this is easy to understand. The four vows should be protected. The so-called "four vows should be protected" means that by the ritual described in the ninth chapter, one is free from seeing sentient beings and so on, or when protecting the four vows of killing sentient beings and so on, which are common to all families. Practice the meaning of the general and specific explanations of the vows of eating as they are. That is, saying great meat and so on, here too is the common vow of all supreme achievements. As it is said in the sixth chapter: Meat should be for the purpose of eating, it should be practiced after examining the great meat, the achievements of body, speech, and mind will be accomplished, as well as all secret achievements. Also, as in the eleventh chapter.

Śa, is the supreme vow of Mahāmāṃsa (Śa-chen), accomplishing the three vajras as the most excellent. (iti) Here, the distinction is further explained: due to the very nature of the skandha of form, its vow is shown by the very nature of Vairocana. The Māyājāla Tantra states: The Buddha who abides in the realm of flesh is the great and supreme Vairocana. (iti) It is not abiding in the realm of flesh because of the utterly pure nature of the body's wisdom that dispels all obscurations. The term 'Vajradhara' refers to yogis and others who practice body vajra and so forth. Because the Great Vehicle's greatness encompasses the nature of all vehicles, the vow of the Pratyekabuddha is briefly stated. In 'Thereafter,' etc., the one who attains Buddhahood by entrusting to the nature of oneness is the Pratyekabuddha. Their vows are the immutable Dharma, namely: the mandala, certainty, and time, mudrā, mantra, and gesture, the gods as well, the limit of accomplishment, are declared as the vows of the victorious ones. This is from the limit of accomplishment. The term 'body' means that after realizing all dharmas as transcending the path of words, it is for the sake of utterly abandoning the conceptualization that grasps one aspect of the obscuration of knowledge. By what distinction does one who wishes to listen, upon that consciousness, due to the manifestation of that very thing, although there is no sound, may each individually understand its meaning, and by the power of the blessing of past aspirations, without relying on the expression of sound, also cause others to enter the path of the ten virtuous actions, etc., therefore, they teach the Dharma through the body. Therefore, it is said: Abiding utterly in the vajra body. (iti) The meaning is that it should be accomplished by the utmost union of the body vajra. The manner of faith that attracts sentient beings is that by truly showing the miracles of flames burning and water gushing forth, it generates joy in the disciples. The training of the Śrāvakas is proclaimed. In 'Thereafter,' etc., the term 'ten virtues' refers to the beings of the evil realms; Sālandī is the one who goes; what is transformed outside is virtue, which is turning away from killing, etc. The term 'abandoning wisdom' is because of clinging to the appearances of things.
