If beings are grasped by inverted minds, they directly generate desired results for unwanted outcomes. Therefore, yogis who possess the wisdom of understanding all dharmas as illusions and who have faith without distinguishing between self and others, are yogis for the sake of accomplishing their vowed path, and do not become black for the sake of cows and fields, etc. If one clings to self, the perception of other arises. With the two aspects of self and other, all faults will increase greatly. Thus it is said. Even if a magician kills many sentient beings, there is no killing, which should also be understood from this scriptural quote. Therefore, one must first purify, and later enjoy the benefits of its fruit, hence it is named Samaya (vow). Therefore, if one is liberated from faults, it does not contradict the conduct of a Bodhisattva. In the Vairochana Abhisambodhi Practice Tantra, it is also said: Here, a Bodhisattva should abandon killing from all aspects. Otherwise, one will see harming the Three Jewels, and many other differences that should be learned. Therefore, acting with skillful means and suchness does not become a contradictory action. Therefore, there is nothing to be blamed for a Bodhisattva who knows all skillful means, as the Sutra also says. Therefore, it is also said from other sources: Whatever one is bound by, all fierce actions, with the suchness of skillful means, are completely liberated from the bonds of existence. Therefore, the explanation of this chapter is also as follows: With form and without form, all limbs are the nature of the three minds, doing and taking away, reciting and rejoicing oneself. Thus, anger and delusion arise in the three realms, sealed with pure secrets, Vajradhara will accomplish the benefit. And so on, with benefits, is extensively explained in the eighteenth chapter. Now, in order for future beings to understand the Vajra words, it is also explained to dispel disputes such as amazement in the form of dance. Starting from "Then" and so on. Among them, the meaning of Samaya Vajra is.

Existence is established. Its glory is the complete elimination of obstacles. Thus and so forth, the Bodhisattva Mahasattvas say. The wonderful thing is the four vows. Therefore, attaining the state of Vajradhara is extremely wonderful, so it is said. The words spoken by the Vajra are the Vajra words, meaning it has been spoken. What is that? It is the Bhagavan and so on. The so-called Lord of all Tathagatas does not speak wonderful words. Why? Because it has transcended the three realms, meaning it has completely cut off the afflictions of the three realms such as the desire realm. In order to show that it is not a view like that of the red-robed ones. The so-called transcendence of all worlds means that it has cut off the afflictions of the three realms of all world realms, and this word is reversed and transformed again. For whom is it? That is, among the retinues of all Tathagatas and all Bodhisattvas, it means showing that it is not a place to speak words that contradict them. Such a wonderful path of words means that the seven, such as killing, completely purify the continuum of oneself and others. Because it is inseparable, it is the Vajra word. Why is it said? It is a question raised to the Bhagavan. Seeing that those who violate the vows fall into hell, the Tathagatas spoke the words answering the question, starting from "thereafter" and so on. Son of the lineage, is a vocative. Bad thought, means the bad thought of doubting the vows. Recognizing that it is not the Dharma, is an inferior thought, do not generate it. Why? It is a question raised again, and the answer given, such as the practice of mantra and so on. Among them, the practice with wisdom and protection is the practice of mantra. What is that like? It is a superior practice, meaning in relation to the practice of the Shravakas and so on. The practice of the Bodhisattva is superior, and for that, for whose benefit, even if it is contradictory, it can be practiced. Even more superior than that is the practice of mantra, because it does not consider it contradictory. So whose practice is that? It is said to be the practice of the Tathagata.
