One should not cling to this. Then, in the root tantra, in the introduction, the samaya vajra and so on are mentioned first, but in this chapter, why is Maitreya mentioned first? It is said: The samaya vajra and so on arise from the wisdom of the bodhisattva of the fruition and are born from clarity. Since they are pure emanations of the vajra, they do not have doubts or conceptualizations. Maitreya, on the other hand, is a bodhisattva of pure lineage who has trained in the characteristic vehicle. Even though the wisdom of the ten bhumis has been manifested, he has not trained in attachment to liberation in the vajra vehicle of fruition. Therefore, even if he hears the meaning of this tantra, he has doubts because it has not been manifested. In order to dispel these doubts, Maitreya is mentioned here and shown as the questioner. Otherwise, if even Maitreya, the bodhisattva of the ten bhumis, does not understand the meaning of this tantra, what need is there to mention that others can understand it? Therefore, it is shown that this is not the realm of ordinary people, but is extremely secret. Furthermore, those who have the fortune to enter and practice this should diligently strive with strong effort and repeatedly cultivate reverence. It is also shown that doubts about words and meanings must be dispelled. Even if Maitreya has already understood without doubt, in the future, when he attains complete enlightenment, he will say to his pure retinue, "In the past, I heard about this rare and difficult-to-understand dharma, and I repeatedly asked and diligently practiced it." In this way, he will praise the greatness of mantra. Furthermore, it is also shown that those who have the fortune to practice mantra in the future should repeatedly prostrate to and ask the vajra master who has obtained the secret instructions, and thus receive the instructions. It is for such reasons that Maitreya is mentioned first and it is shown that he is the one who asks. This should be understood. In order to show what the substance of the meaning of the question is, it is said: "O wondrous Samantabhadra! In the certainty of body, speech, and mind, in the three vajras, at all times, the three vajras abide." And so on. "O wondrous" is an exclamation of amazement and wonder. It is a word spoken with consideration for words, meanings, causes, and results.

Furthermore, generally speaking, if commonly explained, then all dharmas abide in the nature of Samantabhadra at all times and in all circumstances. Why? "The certainty of body, speech, and mind." That is to say, all things that appear as forms are definitely body, all sounds that arise are definitely speech, and all memories and thoughts that are inseparable from appearance and sound are definitely the nature of mind. Therefore, they abide in the nature of Samantabhadra. Because it possesses the meaning of being inseparable and unconditioned, it is also called the Three Vajras. In its nature, the body, speech, and mind of the Tathagata, the Three Vajras, abide at all times and in all circumstances, and birth and manifestation also arise from it, therefore it is called "abiding in suchness." Moreover, "sentient beings arise in the three times," meaning that all sentient beings without exception abide in the essence of the body, speech, and mind Vajra, and by their own nature attain the state of Bodhi Vajra. From attaining the state of Vajra-like realization, "Buddha Vajra's miraculous power is great," such things will also occur. If explained as profound from a special perspective, then the teacher, Bodhicitta Vajra, abides in a virtuous state at all times and in all circumstances, and will never become bad. Therefore, the category of names is called Samantabhadra. The nature of his body, speech, and mind is a definite characteristic, that is, the Dharmakaya is definitely integrated into the nature that pervades all things, the Rupakaya possesses marks and signs, and appears in the form of signs. Therefore, the speech of the definitive word is vast, and like taming sentient beings, it definitely proclaims the meaning of benefit. The speech of meaning is profound, and by representing truth, it abides in an unspeakable state. The omniscient mind definitely measures the limits of all knowable objects, and the non-discriminating mind definitely abides unshakably in the nature of equality. It has such characteristics, unlike the three doors of other sentient beings, which are in a state of uncertainty and instability. Such body, speech, and mind are called the Three Vajras, the body is unconditioned like a Vajra, the speech is unchanging like a Vajra, and the mind is like a Vajra.
