All the retinues entered into their respective body, speech, and mind, contemplating equality, and remained silent, thus it was taught. This scripture teaches fourteen kinds of meanings from beginning to end, each one by one. First, the Bodhisattvas who have realized the qualities of the Tathagata and possess the sight of Dharma, express and praise the definite meaning of their own realization with verses. Now, in order to connect those words sequentially with connecting words, it is said, "Then, by Bodhisattva Mahasattva Maitreya, etc.," and so on, which is related to the meaning of "requesting." Then, by whom was it requested? It was requested by Bodhisattva Mahasattva Maitreya, etc. To whom was it requested? It was requested to the Tathagata. What kind of qualities does the Tathagata possess? It is the one who possesses the qualities of realizing the secret empowerment of all the Tathagatas, and the explanation of the secrets of body, speech, and mind, and seeing, hearing, and understanding the vows of all things as they are. If the Tathagatas also dwell in a very large number, then in what essence of family, body, and wisdom do they dwell and possess? Since it is said, "All those Tathagatas," it refers to those who dwell, such as Vairochana and other retinue Tathagatas, filling the Buddha field like a sesame pod. Then, do Bodhisattvas not have qualities? It is the quality of those who are said to "possess the sight of Dharma." How did they request? With words such as "O wonderful Samantabhadra," they requested in a manner of requesting and praising. Now, explaining those words sequentially by analyzing them, the so-called "then" is with the word "Atahakhalukha," which summarizes the previous and leads to the following. The root tantra connects the occasions without interruption, and also connects without interval, which also shows auspiciousness. Being both a Bodhisattva and possessing the meaning of a Mahasattva, he is the crown prince of the future Dharma, the one who is bound by one lifetime, the tenth-level Bodhisattva Maitreya, who is also known as Invincible.

The word "etc." includes other Bodhisattvas as numerous as the dust motes in Buddha-fields, which are beyond expression and again beyond expression. The term "Tathagata" refers to the retinue of Tathagatas, such as Vairochana. Their qualities are "the empowerment of all Tathagatas," as stated below: The three aspects of empowerment are fully shown in this tantra. The vase empowerment is the first, the second is the secret empowerment, the third is the wisdom-gnosis empowerment, and thus it is the fourth. As it is said, the three outer, inner, and secret are summarized. The outer empowerment is the vase and so on, the inner empowerment is skillful means and wisdom and so on, and the secret empowerment is the Bodhicitta of the father and mother. Here, the term "all Tathagatas" implies the sound of bliss that is the non-duality of father and mother, skillful means and wisdom, and the radiance of the supreme Bodhicitta quivers, gathering all the Buddhas of the ten directions, fathers, mothers, and sons, into the body. The essence of the supreme Bodhicitta dissolves into the secret space, and empowerment is conferred. The emanation and absorption are like that, emerging again from the body as a host of goddesses, holding a vase of nectar and empowering the head, with the lord of one's own family as the crown ornament, which is mainly mentioned. This symbolizes the meaning of fully bestowing all empowerments. The term "revealing the secrets of body, speech, and mind" is for the sake of the root tantra, as previously stated, or as will appear later from this, in the manner of explaining outer, inner, and secret, common and profound. If considered from the perspective of the cause, all phenomena that appear as male and female and so on are established as the nature of body, speech, and mind. There, the body, speech, and mind Vajra of the Tathagata is assembled, and its meaning cannot be understood by others. If considered from the perspective of the result, the body, speech, and mind Vajra of the Tathagata, the phenomena that appear as male and female and so on, are assembled, and others cannot understand its meaning. If considered from the perspective of the unity of cause and effect, then all phenomena are assembled into the four secrets, and that is assembled into the secret of the body, speech, and mind of the Tathagata, the secret of the body, speech, and mind of the Tathagata.

Having gathered into the four mudras, thus it demonstrates the meaning, possessing the qualities of hearing and knowing the teachings. The so-called "Vow of all things" is the empowerment of all the Tathagatas, and the revelation of the secrets of body, speech, and mind. The characteristic of all those things thus revealed is seen as the inviolable vow. How is it seen? All that appears as form is seen as the body as it is; all that sounds is heard as the speech as it is; all that is without form is realized as the mind as it is. Thus, the vows of all things encompassed by general and specific, root and branch, edible and protective, are guarded and accomplished as they are, and the fruit manifests. The body adorned with the ornament of liberation of qualities is seen by the eyes without satisfaction. The vast Dharma endowed with four kinds of distinct knowledge is heard by the ears, showing the benefit of the words. The meaning of the words symbolizes the truth, which is inexpressible and profound. The mind does not waver, and the heart does not move from the state of equanimity. Realizing the nature of wisdom, the Buddhas who possess such qualities, such as Vairochana, are requested by the Bodhisattva Mahasattvas, such as Maitreya, who possess the Dharma vision. Those who possess the Dharma vision are the qualities of the Bodhisattvas, and the Dharma of the heretics, the Dharma of the Shravakas, and the Dharma of the Pratyekabuddhas. All the Dharmas that are realized by their minds and wisdom are seen without obstruction or attachment, without any object of focus. And the objects to be known by the Bodhisattvas, the aggregates, elements, and sources, are all free from the aspect of grasping and being grasped. And all mundane appearances are seen as illusions and mirages. And all the differentiated Dharmas to be realized from the first to the tenth Bhumi are realized and known in order. This is called possessing the Dharma vision. It is only established by what is realized by wisdom, not by what is seen by the eye faculty and consciousness.
