Those are the means of all Buddhas, as it is said, those who have such merits are not made by karma like the perfect dominion of a Chakravartin or the great gods of the world, but are the manifestation of the wisdom of the Tathagatas, and the power of past aspirations, and the means of knowing the time to subdue beings immediately The skillful liberation appears as such.
