"Because strength and splendor are equal" means that equal is the same. In accomplishing the work of wind, strength is ability. Splendor refers to the characteristic of acting with one's own and appropriate ability, which is called splendor. When another ten years have passed, it means until the end of ten years. "Whoever" means one of the two. "To whom" refers to the previous letting go and holding or dragon. Harming is related to "can." It cannot be bound by the aspect of mutually gathering. Why? Therefore, it has been declared "because strength and ability are equal."
