Because he perfects all the aspirations of the Buddhas and Bodhisattvas, he is the one who perfects all aspirations. The nature of purity is luminosity. Because it arises from that, it arises from that very luminosity. To such Vajrasattva, I prostrate and praise, this is a brief summary, not an explanation from the hidden meaning. "The exhortation of all Buddhas" refers to what is said by the Tathagatas who abide in the three times. "With these peaceful words of praise" refers to the words of praise that show the nature of the five families of Tathagatas. With these words of praise of self-nature purity and peace, which were just spoken, if someone praises and makes offerings to Vajradhara, that is, the great Vajradhara, then that offering maker is like a Buddha. "Equal to the great Vajradhara" refers to the benefit of the praise, these are words as they are. Starting with "Then," etc., it shows that the great Vajradhara is pleased and appears before, because he pacifies all afflictions and near afflictions, so he is the shower. "To all Buddhas" refers to all sentient beings who are the nature of the five aggregates. Because he causes them to obtain heaven and liberation as appropriate, he is the compassionate one. The Vajra secret is the four vows. His speech is the basis. Purity is without defilement, such Vajra three bestowed the teachings. In the phrase "Emaho," etc., the great flow of letters of the nature of the Dharmadhatu of all Buddhas, that is, Akshobhya, etc., is "Emaho, how wonderful!" Why? "Self-nature luminosity is completely pure, like the sphere of space, without stain," that is the meaning, this is not explained from the hidden meaning. Thus, after possessing the praises and benefits of the Tathagatas, in order to show the vows as they are, he said "Then," etc. Buddha refers to the yogis such as Vairochana. "The four vows" refers to killing, etc. "Body, speech, and mind Vajra" refers to the yogis such as Vairochana.

This samaya is most wonderful. The so-called "most wonderful samaya is of all Buddhas," meaning it is the constant of all yogis, that is, all times. "The Vajra Holder should protect," meaning that in order to attain the great Vajra Holder, it should be completely protected. This samaya is not only for the yogis of Vairochana, but also to show that it is also for the yogis of other great Vajra Holders, therefore it is said "whoever" etc., which is easy to understand. Having thus explained the samaya of the vehicle of the perfectly complete Buddha, in order to explain the samaya of those who are particularly devoted to the Pratyekabuddha's enlightenment, it is said "thereafter" etc. Those who generate faith in the Three Jewels and work for the benefit of beings are called teachers, and they mainly act with body and speech. However, Pratyekabuddhas do not rely on the teachings of others, and without that, they show wonderful things such as miracles. They do the work of benefiting those who are tamed by this, so they show it with their bodies. Therefore, it is said "abiding in the Vajra body." Because there is no teacher of speech, the posture of the body that becomes the cause for sentient beings to enter, wherever it is, is like a teacher and is extremely constant, that is, timeless. The samaya is the posture that is suitable for the Pratyekabuddha lineage. In order to explain the samaya of the Shravakas, it is said "thereafter" etc. Whoever realizes the selflessness of persons and obtains the fruit of Arhat is a Shravaka. The effort to attain the Shravaka fruit is learning. That itself is the samaya, for the yogis who are particularly devoted to the Shravakas, what is taken out from the body etc. of the one who teaches the Dharma is "the ten paths of virtuous actions" etc., whose characteristic is abandoning killing etc., that is, the ten paths of virtuous actions. The so-called "those who abandon wisdom" are those who turn their backs on non-abiding Nirvana. Of all who admire the inferior.
