If merely uttering words by wicked individuals leads to killing, how can one possibly do it in person? It is said to be impossible. This is true, yet the words of the Bhagavan do not change. "Always" and so forth, refers to all times, through aspirations and so on, until enlightenment, the times when one practices yoga. The yogi with a nature of love kills his own mind, this sixth meaning is first killing one's own mind, that is, through the nature of the Dharmadhatu. Or, "again" refers to those who hate beings, harm the Dharma, commit the five heinous crimes, by generating love and so on, becoming the cause of their liberation, just as previously stated. Why do the gods say so? It refers to doing so to hateful gods, nagas, and yakshas, and so on. How do they hate? The Buddha said: The wrathful one burns the triple city, the pervader stirs up everything, the self of everything, Brahma, emanates, likewise, he gathers it back again. Arhats also commit sins, arising with various discriminations such as koti. The lord of the gods cuts off the desires of beings. The Brahmin sun god, the protectors, kill cattle. Those who hate in this way, will surely kill. The Sugata, moistened with compassion, himself goes to hell and other excellent realms. However, these gods and so on, appear in their respective times, as the source of the nature of the Dharma, they are killed because there is no attachment. Again, to do it in person is not allowed. Even remembering it externally, one should not prostrate and so on, because it is commonly known in the world that way, people in the world, great people, doing things that are not Dharma, is no different from killing. "Therefore" means that it is spoken in this way. Therefore, killing one's own mind is equivalent to killing all. Therefore, the words "therefore killing" and so on, are just like that. Thus, all activities, how should they be done through rituals? "Later bliss" and so on, refers to the tantras spoken by Vajra Dakini and so on.

Following after, the actions to be performed. Whatever is said here, such as the activities of slight empowerment, all of those must be done according to the definite rituals, without any ambiguity. One's own mind should think, "It is like this," which is the meaning intended. To explain it like this here means that in this ocean of dakinis, in a concise way, each of the instructions will be briefly explained together. This is related. As it is said, the nagas and so on, sequentially from the edge, means that on each lotus petal there are eight naga kings, and the root syllable is also the naga king, Vairochana, and Ananta suppresses, which is the distinction between below and above. Thus, again, one should know the lotus in the heart, and by that, life is given by Vasudhara. And so on, it is easy to understand. Now, wishing to perform the actions of these natures of the wind naga kings, it is said. Inviting and so on, entering means filling with life. When filling, as long as the avadhuti is not filled with all the winds, one should continue to fill, and thus the nagas will be invited. Like this, by releasing these, requesting to depart means liberating the nagas. For the sake of raining, it means releasing outwards until it dissolves and disappears. Therefore, by such releasing and filling, one should cause rain with a vase. As long as the bodhicitta fully descends, one will cause rain in that way, through the fundamental union. Like this, dispelling excessive rain means averting excessive rain. When the equalizing wind is completely absorbed, the bodhicitta

After that, regarding the various differences in how life and other things are transferred in sequence, the eight letters of "PHUḤ" should be placed in the eight positions. Those eight positions are: heart center, throat, navel, top of the head, center of the crown of the head, secret place, jewel aperture, and tip of the nose. In this way, according to the sequence, these should be arranged as the form of the Dragon King. As it is said: Norgyé is in the center of the navel, the conch shell protects the heart center, the lotus dragon is in the throat, the great lotus is the top of the head, Jopo is in the center of the crown of the head, the secret place is Huru Huru, the source of power is in the jewel aperture, the boundless is at the tip of the nose. The Victorious and the All-Victorious are also here, the soles of the feet and the top of the head, all the joints are pervaded. Thus it is said. All of the mutual and so on are easy to understand. In this way, all should be done as the wheel of the root mantra of Vajravarahi. In the great king of the Shri Khechara Ocean Yogini Tantra, the commentary Boat, the root mantra of the Bhagavan and likewise the root mantra of the Utterly Excellent Woman, the nature of the inseparable union of the two, and the letters of the names, and the lord of the mandala wheel, and the connection of the collection of activities, by killing in an instant and so on, and by summoning the nagas and so on, and the characteristics of the horse wheel ritual are extensively shown, the explanation of the thirty-ninth chapter. Fortieth chapter. Homage to the Liberator from Samsara, the All-Pervading Mistress, the Horse-Eared Mother. In the union of actions, that goddess, from the place of accomplishment and the practitioner, in order to kill the hateful beings, does so by means of the target. I, for the sake of considering sentient beings, will write a clarification of its meaning. Now, the explanation of the fortieth chapter of Horse-Eared Mother is declared. From then on, for that reason again, and so on, after the previous chapter, Vajravarahi and so on have doubts, therefore again how Vajravarahi offered to the Bhagavan Glorious Heruka, thus that was pleased by it, the deity refers to the manifestation of Glorious Heruka as spoken. Horse and so on, Horse-Eared Mother and Ganzi and Ti
