Starting from the ultimate aspects of 'na' etc., beginning with the mantras of 'kara kara' etc., from 'fierce mother' etc. up to 'great diligence mother', write and place the letters that have their own names, combined with 'hum hum' and 'phat'. The letter 'om' is the illuminator of all, it bestows all desired accomplishments. In the center of the spaces between the spokes that completely surround the three wheels, the eight nagas should be written, that is, the eight nagas such as Ananta should be written. In the center of the eight petals, write "Hum Nam Hum Sarva Naga Varsha Paya Shighram Phat". Outside the wheel, draw three-headed snakes adorned with jewels, with their necks intertwined with the previous ones. On the heads of those snakes, write "Hum Nam Hum" separately. With the earth of the liberation city and the five essences, make an image of the wealth deity to the height of a hand span, and insert that wheel into its heart. Then, perform the summoning etc., and then make proper offerings, pressing down with a karavira twig, and widely sprinkle with water. The fumigation of guggul incense, recited once, should also be thoroughly mixed without interruption. When it does not rain, on the seventh day, cut the drawn image into pieces, put it into a great river, and send it away. Then, all the nagas will appear, terrified and trembling, and cause a rain shower to fall. Write this wheel, along with its name, visibly on the left hand, or contemplate it in the mind, and after reciting it once, apply it, and it will be in accordance with the time. When seized by gods, yakshas, rakshasas, etc., showing that hand will bring liberation. Draw the three mandalas with poison etc., and in the center, draw a mandala marked with eight lotus petals. In the center, write the letter vam(藏文,梵文天城体,vam,Water), and encircle it with two letters hum. On those eight petals, write the naga lords suppressed by eight heart mantras. Then, between the spokes and at the edge of the lotus, surround it with this mantra: "Om Vajra Krodha Maha Bala Hana Hana Paca Pa Vidhvamsaya Uccataya Sarva Naga Namaraya Hum Phat".

Then, after performing the invocation and other rituals, make proper offerings, join the palms, and place it in the place where the nagas reside. Offer incense of guggul, white calamus, and burnt garlic. If you recite the mantra, it will rain. The meaning of causing rain is like that. The so-called "reversal" comes from the complete union of the command of the wheel. Alternatively, from the unpicked flower of Vajradhara, consecrate it seven times with the root mantra. If you fumigate the clouds with this incense, it will reverse the rain in the sky. The so-called "drying up the ocean" means that by meditating on the ritual as it is said, the mantra practitioner becomes extremely angry in the middle of the ocean, and if he abides with great power, he will dry it up without any doubt. If you strike with a khatvanga after completely reciting it, it will reverse the river, that is, the river will reverse and flow down from the direction of flow. The so-called "reversing the power" is simply by making a threatening gesture. The so-called "reciting a hundred thousand times will cause the earth to shake" means that the wheel of the dakinis is made happy with ease and joy by the dance of extending the right leg. The so-called "climbing a tree" and so on means that when the practitioner becomes accomplished, he can do everything. The so-called "transforming into countless forms" and so on means that the accomplished one who abides in the position of the great mudra, the Buddha who is accomplished in this world, how can he be spoken of, making him happy with great compassion, constantly born with aspiration, how to subdue sentient beings, then he will hold the thoughts and images of those beings. Thereafter, when diligence diminishes, the practitioner who desires accomplishment can then accomplish it with mantras and medicine. Mantra is what the mantra itself says. Medicine is medicine, why doesn't it arise when accomplishment is obtained by the great means of good medicine? Not being devoured by ghosts and spirits, completely transforming all forms individually, even those without merit, if they obtain various causes and conditions, then they can cause various causes and conditions and the attachments of sentient beings to arise individually. Moreover, one must first transform oneself into food.
