This means that the arrangement of the mandala should be practiced universally. Therefore, it is said: "This wheel is placed in the heart." Like this, distribute yourself. "The fences are placed in all directions" means that after reciting the vows of Ali, the fence of hatred, the fence of desire, and the fence of ignorance should be placed.
