Empowerment. By this mantra, consecrate the five places of birth: Oṃ huṃ śa dharma ca pra vartaka svāhā. By this empowerment, purify the vajra of body, speech, mind, and wisdom. Then, with the vajra and bell, bestow generously, and with great compassion, teach the pure dharma. Having said this, the master calls the disciple by the name Vajra So-and-so, and bestows the vajra and bell into his hand. Then, the so-called pure dharma is as follows: starting from "The vajra family's certainty of severing life," up to "Also bestow well in the mandala," teach with one and a half verses. This is the complete ritual of the seven empowerments. After that, in order to know the order of brotherhood, the vajra master, to the disciple, contemplates the blessings of the Buddhas, and recites words such as the year, that is, here in such-and-such year, the king who possesses lineage, the Dharma teacher So-and-so, such-and-such month, such-and-such day, such-and-such planet, such-and-such date, such-and-such star, such-and-such yoga, such-and-such action, to the supreme first Buddha, or in another mandala, the vajra master So-and-so, to the disciple So-and-so, as the main deity, in order to enable all sentient beings to obtain the fruit of merit and wisdom, and in order to accomplish worldly siddhis, at the ultimate place of Akanishta, I have prophesied and permitted, this is the certainty of the seven empowerments. Furthermore, as it is said in other tantras, the empowerment performed with the pure aspect of the five Tathagatas is to guide the childish beings, that is, the water empowerment of Vairochana, and the crown of Ratnasambhava, as it is said in all the tantras, the flower falling on the mandala is the deity of the family. Therefore, how can that be reasonable? Therefore, the one on whom the flower falls is happy, and the mudra of the family, by this, that one will be accomplished, is the determination of the Tathagata. In the "Namasamgiti" it is also said: Buddha, the lord, possessing a crest. Therefore, the one on whom the flower falls is happy, is the lord of the crest.

Transformation. Not all are Jewel-born. Now, another purity is to be spoken of. Like the Vajra family's "should sever life," etc., here, the vows of severing life, etc., are of two kinds, outer and inner, by way of straightforward and definitive meaning. Among these, the outer refers to what the Bhagavan said should be severed, which is definitive for those who commit the five inexpiable sins, harm the Buddha's teachings, and break vows. Therefore, it should be known who commits the five inexpiable sins in sequence. Here, whoever first commits the five inexpiable sins, etc., but later does not, should be killed in an instant, like the Dharma King Ashoka. Therefore, other than that, those who do not discern the characteristics of virtue and non-virtue, and those who have clairvoyance, if they engage in the act of killing, will definitely go to hell. Therefore, as long as a yogi has not attained clairvoyance, a mantra practitioner should not engage in fierce activities, except for pacifying, increasing, magnetizing, and subjugating. Similarly, lying, taking what is not given, stealing another's wife, relying on vows, engaging between caste and non-caste, and giving away everything to the end of one's own body, giving should be for the benefit of others, not for one's own benefit, this is definitive. If someone commits the five inexpiable sins for as long as they live, then one should cultivate the wrathful vidya-mantra previously spoken of, and conceal it with the samadhi of the Bhagavan Akshobhya, this is definitive. Furthermore, in order to straighten those who have fallen into the wrong path, one may speak falsely, but not for one's own benefit, this is definitive. Similarly, taking what is not given is also to prevent falling into the realm of pretas, not for one's own benefit. Similarly, engaging with another's wife is to prevent falling into the realm of animals, not for the sake of one's own desire. Relying on the vows of the five nectars, etc., is to destroy the attachment to lineage, and furthermore, in order to accomplish the karma mudra, for the sake of evil lineages, etc.
