Also, the fear of being bound by a lasso, the fear of turbulent seas, the fear of being eaten by meat-eaters, the fear of disease, the fear of the torment of the senses, the fear of the suffering of poverty, the fear of the suffering of separation from women, the fear of the strife of human lords, the fear of the fall of the vajra, the fear of the loss of meaning—thus, these sixteen fears, and all others, will utterly decay. All of these have been extensively narrated in the first chapter through praise. Therefore, they are not elaborated here. Thus, empowerment in the mandala of the Wheel of Time is empowerment in all tantras of yoginis and yogis, and is the teacher of all tantras, the giver of permission for all mantras, and the accomplisher of all siddhis. The vajra master who teaches the Kalachakra Tantra is to be regarded by those who seek liberation as being like the Bhagavan Manjushri, and like the first Buddha of the Wheel of Time.
