The so-called Buddha is the mind that is free from the imprints of samsara. As the Bhagavan said in the Prajñāpāramitā, "The mind that exists is not the mind," meaning it is naturally luminous, which is free from the imprints of samsara. Therefore, a demon is a mind with defilements, while the Buddha is a mind without defilements. Here, the Buddha subduing demons externally is like a dream, it is the manifestation of the minds of sentient beings themselves. The heart of the Tathagata will be explained in detail in the fifth chapter. Here, the entry of Buddhas and Bodhisattvas into samsara for the benefit of sentient beings is not something that those in samsara can comprehend. When the Lord of the World entered hell for the benefit of sentient beings, the messengers of Yama and the King of Yama praised him, saying: "Who, though liberated from the bonds of existence, still holds onto existence for the sake of sentient beings. He shows the meaning of emptiness, yet does not abandon the fruits of karma in time. Burning the defilements of the mind with the fire of perfect wisdom, constantly moistened with pure compassion. His actions are unfathomable, yet he delights in benefiting sentient beings, we bow to that Buddha." Therefore, the incarnation of Buddhas and Bodhisattvas into wombs or their descent into hell for the sake of sentient beings cannot be understood by childish beings. Even a single Bodhisattva who has accomplished the ten perfections, obtained the mastery of the ten grounds, and acquired the ten powers, can, in the three thousand great thousand world systems, teach the Dharma of the Bodhisattva to the disciples of the Bodhisattva with countless emanations, but that great Bodhisattva is not multiple. Similarly, by the power of past aspirations, the Bhagavan Buddha, who has perfected the accumulation of merit and wisdom and is fully endowed with all the qualities of mastery, such as fearlessness, manifests unobstructed illusory bodies in the Buddha-fields of the three thousand great thousand world systems.

When boundless and limitless beings, with the boundless and limitless languages of boundless and limitless sentient beings, are supplicated by various supplicants, the All-Knowing One, who fully enters into the languages of all sentient beings, teaches the Dharma of the world and beyond. However, the All-Knowing One is not many. For example, some great illusionists conjure up many illusory forms, and those conjured forms can uproot trees and shake the tops of mountains. Just as the forms of great deities and pervasive deities bind Devas and others, the great illusionist is not many. Similarly, the illusory emanations of Buddhas and Bodhisattvas perform the benefit of sentient beings in the three realms. Therefore, in order to teach all sentient beings the Dharma of the world and beyond, the Buddha, the Bhagavan, who was previously the master of the twelve bhumis, is a wise man who possesses great magic, endowed with the eye of great magic. He was born in Lumbini in the noble country, from the womb of Queen Maya, the consort of King Suddhodana of the Shakya clan, and was the youth Siddhartha. Vajrapani, the master of the ten bhumis, was also born in the city of Kalapa in Shambhala, from the womb of the goddess of sunlight, Vijaya, and was named Chandrabhadra. The Buddha, the Bhagavan, manifested the twelve bhumis in order to teach the Dharma of the world and beyond in the Buddha-field, and became Shakyamuni. The Bodhisattva Vajrapani, in order to enable the disciples who reside in the ninety-six kotis (tens of millions) of settlements north of the Sita River to attain the path of perfect and complete enlightenment by the supreme primordial Buddha, the king of tantras, became King Chandrabhadra. These two, the Buddha and the Bodhisattva, are connected as the teacher and the supplicant through their Nirmanakaya or Sambhogakaya, because there is no contradiction between the former and the latter. King Chandrabhadra, the Nirmanakaya of Vajrapani, for the benefit of all sentient beings

To accomplish the mundane and supramundane siddhis, I pray to the Tathagata. The Tathagata also saw that the minds of those residing in the ninety-six kotis of cities in the lands such as Shambhala, north of the Sita River, were perfectly pure and endowed with good fortune. Thus, he perfectly revealed the twelve thousand supreme, first Buddhas, whose vajra words are never unopened and which make the vajra words extremely clear. Seeing that in the future, twenty-five million Brahma sages and those residing in the ninety-six kotis of cities would be fully ripened, the Tathagata prophesied that Manjushri Name would be the Holder of the Lineage, who would condense the tantras from these twelve thousand tantra kings, proclaim the root tantra king, and transform all lineages into one lineage through the vajra family's empowerment. I, Padmadhvaja, the commentator, was also prophesied to be the second Holder of the Lineage. After that, my successors, such as Yamantaka, were also prophesied. Here, the Bhagavan said: Six hundred years from this year, for the sake of ripening the sages, Manjushri, the lord of men, by the name of Fame, will appear in Shambhala. His Tara is the great goddess, and his son is Padmapani, the Lord of the World. I, from the Shakya lineage, the Moon-Good one who arises, is of your lineage. Skilled in speech, endowed with the vajra lineage. Name, for the vajra lineage, that one who has made the four lineages into one lineage, is the Holder of the Lineage, not of the Brahma lineage. If I say that I have heard these words and teach the Dharma to the sages, there will arise the dispute that "because it was heard from another, he is not omniscient." In whatever ways sentient beings are fully ripened, in those very ways the Dharma should be taught. Yogis should strive to grasp the Dharma of sound and the nuances of sound. If meaning is obtained through the sound of a place, then what use is the sound of scripture? Just as the names of jewels on the earth have different distinctions due to the differences of places, but the distinctions of jewels do not actually exist. Likewise, my pure Dharma is a collection of various kinds.
