Therefore, the teacher of Vishnu and the Wrathful One, etc., is also the Buddha Bhagavan, the all-knowing one. In the realm of the three thousand great thousand worlds, to the infinite number of sentient beings, with an infinite number of voices, simultaneously teaching the Dharma of the world and beyond the world, there is no other. Because the birth of gods is only a partial birth, and speaking only a partial Sanskrit, they are not the ones who, with the voice of all-knowing, teach the Dharma of the world and beyond the world to sentient beings with various inclinations, each in their own different language. In this human world, the songs, philosophical tenets, and ancient dharmas that they reveal in Sanskrit are only partially manifested. Rigveda.

For what reason is this well-formed Sanskrit language in the human realm one-sided? Because it is not possible to use various languages to proclaim the Dharma of the world and beyond to sentient beings with various interests, therefore, in this human realm, those born in inferior places, such as Chandalas and commoners, should not read the Vedas or hold the vows of ordination.

When these teachings were not written in books, they resided in the mouths of the upholders of discipline. Then, due to the power of the five degenerations, wisdom became diminished, and therefore the upholders of discipline wrote them in books. Here, the Buddhas should not rejoice in the ephemeral teachings proclaimed by Vishnu and the Powerful One, which lack love for all sentient beings, give rise to the suffering of samsara, generate false pride, proclaim lineage, and cause arrogance and self-satisfaction. In these three realms, whatever teachings are proclaimed by the All-Knowing One in the language of the All-Knowing One, those who collect them write them in books in the languages of various sentient beings, revealing the meaning of the Vedas and other worldly matters, revealing the meaning of the three vehicles, and the teachings revealed by conventional truth and ultimate truth are also for the sake of being heard and spoken by all sentient beings. Therefore, those sentient beings who have faith in this should listen to, read, recite, and uphold the eighty-four thousand collections of teachings proclaimed by the All-Knowing One, which reveal the meaning of the mundane and the supramundane, and widely and correctly show and establish them to others. Offerings are made with various flowers, various incenses, various perfumes, various powders, various clothes, various mirrors, various bells, various banners, various fans, various umbrellas, various canopies, various pearl necklaces, various lamps, and various precious ornaments. Having made offerings, one prostrates to them with the five limbs. Thus, the teachings of the All-Knowing One that benefit others, those that benefit others through faith, the Tathagata did not establish or prohibit anyone because of lineage, and even now they will disappear.
