In all the kings of tantras, is it not the case that the Blessed One Vajradhara, whose abode is निश्चित रूप से shown by "Thus I have heard," etc., was spoken by the Tathagata? How is it that the Buddha, the Blessed One, truly revealed this king of tantras, which is separated from "Thus I have heard," etc., by "all-knowing," etc.? Because there is no निश्चित रूप से showing of the abode by "Thus I have heard," etc., some who rely on names and words will say that this king of tantras was not spoken by the Buddha, the Blessed One. Therefore, in this discourse, in the future, childish beings who rely on names and words will say that in all the kings of tantras, the Blessed One Vajradhara, whose abode is निश्चित रूप से shown by "Thus I have heard," etc., was spoken by the Tathagata, but that is not the case. Because the teacher of the Dharma relies on the meaning, and the collectors also truly collect with various languages of different places. Here, if "Thus I have heard," etc., are words that are хорошо combined, produced by the effort of the throat and palate, etc., then if the Tathagata teaches the Dharma, then the eighty-four thousand aggregates of Dharma, which were also taught by the Tathagata at विभिन्न times, and the collectors would not be able to write them down, because they are only one word that is хорошо combined. Here, because the emanation body is limitless, it is also impossible for limitless beings in limitless realms of the world to teach the Dharma simultaneously with their own languages. Because there is no teaching of the eighty-four thousand aggregates of Dharma, it would become not all-knowing, but that is not the case. Here, because the Tathagata has spoken of the Buddha as immeasurable, the Dharma as immeasurable, and the Sangha as immeasurable, therefore the teacher is not the only all-knowing one. The language of the all-knowing one expresses the meaning in the languages of all beings.

Here, due to the various inclinations of sentient beings, there are many Sarvajnas, many languages of the Sarvajna, many places of residence, many petitioners, and many teachings. Therefore, the Tathagata, with "Thus have I heard," etc., does not expound all the tantras with just one divine language produced by the effort of the throat and palate, etc. Here, first, for the time being, in the manner of the Shravakas, the Dharma is taught in the Magadhi language with the Tripitaka, etc., such as: "इत्यपि सो भगवां सम्यक्संबुद्धो विद्याचरणसंपन्नः सुगतो लोकविदु अनुत्तरो" (i tya pi so bha ga bam sa myak sam bud dho bi dya tsa ra na sam pa nnah su ga to lo ka bi du a nu tta ro) etc., the Dharma is taught. Similarly, in the land of Campaka, north of the Shiti River, the Dharma is taught in the language of a million villages, such as: "अकरष्टुखुष्णु क ग ग गण कु। जिण म क बि जिरि ट कु। दु दु रु प क" (a ka ra STu khu SNu ka ga ga ga Na ku| dzi Na ma ka bi dzi ri Ta ku| du du ru pa ka) etc., the Dharma is taught. Similarly, in the land of Surammi, north of Rukma, the Dharma is taught in the language of a million villages, such as: "अ क म य सद। ब ल द द त त बिरट। मि नि क अ कु ट बर द द। जि गि ति बर द" (a ka ma ya sad| ba la da da ta ta bi ra Ta| mi ni ka a ku Ta ba ra da da| dzi gi ti ba ra da) etc., the Dharma is taught. Thus, since the Tathagata teaches the three vehicles in the languages of many lands, it is not just with the perfect Sanskrit of "Thus have I heard," etc. Therefore, among the kings of tantras written in Sanskrit by the compilers, in some places the place of residence is definitely indicated with "Thus have I heard," etc., but in some places it is not. First, for the time being, in many kings of tantras such as the Glorious Guhyasamaja Twenty-Five Thousand and the Illusion Net Sixteen Thousand, the place of residence is definitely indicated with "Thus have I heard," etc. In some places it is not, first, for the time being, in the Supreme First Buddha Twelve Thousand, Yoga Following Thirty-Six Thousand, and the Great Perfection Manifestation.
