Although that is so, this is not reasonable, because the wisdom empowerment is the complete purification of the body, and the purification of secret and wisdom is the complete purification of speech and mind. Therefore, whoever bestows the wisdom empowerment, only the body is completely purified, but not the mind and speech. Although that is so, this is merely a place of extreme error, relying only on the thoughts of individuals, and is not certain. If it were not so, then the wisdom empowerment would be completely lost, just as the water, crown, vajra, and bell, and the names in order, such as the mirror-like, equality, individual discernment, accomplishment of action, and the wisdom of the extremely pure dharmadhātu, would all be achieved. If someone possesses wisdom and is at the end of complete purity, but the speech and mind are not completely pure, then who would strive in this teaching? Therefore, whoever has received the wisdom empowerment is the only one who has power over the three empowerments. If that is so, then these would not be taught because they are meaningless. If you say that, then it is not a complete negation. For example, in some cases, it is more skillful to teach about an empty wine jug than a pure pearl necklace.
