What is manifestly expressed? Also, the city is the body. What is the difference? The so-called "Lord of all Buddhas" refers to the objects. Buddha refers to the Tathagata, which is the senses. The so-called "Lord" refers to the mind, which is the objects, senses, and consciousness. To clarify this, in "having the nature of the Lord of all Buddhas," the nature of objects, senses, and consciousness, the essence of the three vajras exists for as long as it does. What does such a city mandala wheel itself manifestly express? This is the question of Vajragarbha, meaning "how is it reasonable?" It means that the two stages of generation and completion are not contradictory, that is, "like that." After asking like that, the Bhagavan taught: "The center is called the essence, the Bodhicitta is great bliss. The word 'center' expresses the supreme essence, and that is also neither male nor female." What is that? It is the Bodhicitta, the wisdom inseparable from emptiness and compassion. That itself is great bliss. What does it do? Because it is the act of taking, it is considered the assembled mandala. The essence has the nature of taking and holding, and for the sake of completion, it is the mandala. What is the mandala? The mandala is the assembly, the assembly of all Tathagatas. The so-called "consider" is correct wisdom, for the time being, it is the meaning of the word mandala. The meaning of the word wheel will be expressed: the wheel is the collection, expressing the space realm. Purifying objects, etc. The so-called "collection" refers to the consciousness of objects. The word "space" refers to the senses. The word "realm" refers to the great elements. Space and realm are the space realm, these that are expressed and spoken of are the wheel. Precisely because of this, purifying objects, etc., making them stainless. With this, the mandala of all Tathagatas assembled, and the purified objects, etc., are also the wheel. Who will realize and know the bliss and wisdom of these two? For what reason? It is said: By the combination of Bolla and Kakkola. Bolla is the Vajra Mandala, and Kakkola is the Lotus Wheel, the two are an inseparable union. Therefore, the mandala wheel itself is all Tathagatas.

或者,sam(藏文,梵文天城体,saṃ,正)vara(藏文,梵文天城体,vara,殊胜)。

The order in which all gathered places, such as places, become the nature of purity and become united is expressed as the mandala wheel. Here, since the two are inseparable, one should contemplate with non-abiding yoga. Vajra Heart asked: By what is the vow called? By what samaya does it abide? If the samaya is the collection of all Tathagatas. One should abide by that samaya, by the cause of samaya, and it becomes the place of contemplation for the sake of abiding. If the vow is to gather, to realize individually with the wisdom of selflessness, the places and so on are pure. Thus, one should also abide by that vow, by the action of the vow, and abiding is non-contemplation. Why is this called abiding in non-abiding yoga? Or, by what samaya, by what kind of deity's yoga? By what vow, by what kind of deity's expansion and collection does one abide? The Blessed One taught: You should kill living beings, and you should also speak false words. This is the samaya, which enters into unobstructed activity. You should take what is not given, and you should enjoy other women. This is the precept of the vow. Or, sam (Tibetan, Devanagari, saṃ, correct) vara (Tibetan, Devanagari, vara, excellent). If these are understood according to their literal meaning, because they are prohibitions, at that time they will become non-virtuous faults and obstacles. For that meaning, in order to make the meaning of killing and so on manifest as the nature of wisdom by goodness itself, the Blessed One taught: One mind kills living beings, because life is called mind. In order to liberate the world, it is called false speech, not giving the essence of a woman, other women are as beautiful as oneself. One mind refers to the non-co-emergent mind, which is liberated from the grasped and the grasper. That is killing living beings, how? Because life is called mind. For what reason is the sign of life called mind? As the Blessed One said in the Eight Thousand Verses: I will place all sentient beings without remainder in the realm of nirvana without remainder.
