Pa phā ba bā bha bhā ma mā. Ta tā tha thā da dā dha dhā na nā. Sa sā va vā ṣa ṣā śa śā ka kā. This is it. First, the syllable Om is generated. In order to attract, one should give Bauṣaṭ at the end. Thus, this is the mantra for moving the city. By reciting with single deity's meditation and red flowers, and by offering burnt offerings, it will be explained. Likewise, the mantra of Kurukulle should be recited. Here, the support of the syllable Om is accomplished. The syllable Hrīḥ completes the speech of the goddess. In the lineage of wind, Kurukulle is expanded by Amitabha. On the forehead, Om. On the tongue, Hrīḥ. On the throat, Ku. In the heart, Ru. At the navel, Ku. At the secret place, Lle. This is placing the limbs. One should recite one hundred thousand times while inhaling and filling the breath. One should not move the rosary when exhaling. This is the mantra of Kurukulle. Now, the definitive meaning of the protection mantra will be spoken. The syllable Om speaks of a soft seat. A pleasant place with a fragrant ground, like the moon. The syllable Da is the mandala of the sun of seven suns. The syllable Ṣa is various vajras. Below, above, and in all directions, having made a ten-spoked wheel, then in the center, from the syllable Hūṃ, is the power of the wrathful king. On the eastern spoke is Yama Terminator. On the southern spoke is Wisdom Terminator. On the western spoke is Padma Terminator. On the northern spoke is Obstacle Terminator. In the fire, immovable. In the direction of truthlessness, the King of Desire. In the wind corner, the blue club. In the powerful corner, the great strength. On the upper spoke, the crown. Below, the King of Harmful Beauty. Then, by speaking the second, the mandala of the desired sun. The syllable Ṣa is various vajras, and by that, having become one, is the best of three vajras. The three syllables Hūṃ are the vajra ground, the stacked house, and the vajra lotus seat. The syllable Phaṭ strikes the wicked with a phurba. The syllable Svā invites the Buddhas and Bodhisattvas. The syllable Hā is all offerings and confessions of sins.

Saying "pacifying" etc., is the definitive meaning of this mantra. Now, I will explain the twenty-four activities mentioned in the root tantra, and recite the words of the mantra. Here in this concise tantra, all matters that conform to the ritual and those that contradict it are concealed from the foolish and ignorant teachers. It should be understood through the lineage of the venerable guru, and not by reading scriptures. Otherwise, one should refer to other tantras, and adopt what is reasonable. The words of the Bhagavan, which have been correctly understood in many tantras, should be upheld, and not merely relied upon foolish faith. As the Bhagavan said, "My speech is good in the beginning, good in the middle, and good in the end. It is not the case that it is good in the beginning and bad in the middle and end, or bad in the beginning and middle and good in the end, as commonly conceived by foolish people: that one first cultivates the meditation of conceptual thought, then cultivates the bliss of the two faculties, and finally cultivates non-conceptual emptiness, cultivating great bliss." This is like the cause of bad words, and all the fruits that arise from it will be seen. Just as from the seed of Kotrava, the fruit of Salu will not arise. The fruit that arises from the seed of conceptual thought will be with conceptual thought. The fruit that arises from non-conceptual thought will be non-conceptual. Therefore, it is good in the beginning, good in the middle, and good in the end. As the seed, so the sprout; as the tree, so the fruit. This is commonly seen in the world, and this is dependent origination. Mantras of other kinds cannot accomplish other activities. In the world, at no time does the sun pacify heat. Hey, as you clearly explained to me in the root tantra of Hevajra, I will elaborate on it in this concise tantra. The seed of earth makes it stiff, like ignorance and a peg to be fixed. The seed of water that always pacifies is like growth and being without poison. The seed of fire greatly attracts, power and action are constant. Hating and expelling are the seeds of wind, and likewise, it also increases poison.
