Remaining as they are, and the pretas are hateful and displeased, just like that. That's it. The detailed explanation of its meaning is: At the end of spring and the beginning of summer, when there are no clouds and it doesn't rain, people are sad and unhappy, but when it rains, they are happy. Birds that do not fly in the sky, such as cuckoos, never depend on water, so they are neither happy nor unhappy about the rain, but remain as they are. When summer arrives, on page (166), when heavy rain falls, it appears like rain of gravel, and the pretas are very miserable and unhappy. Just like that, the assembly of the great clouds of compassion of the Buddhas, with the rain of the profound and vast sacred Dharma, either descends or does not descend upon the world. Accordingly, for the assembly of sentient beings who are determined to desire the Dharma, they are happy when the rain of Dharma descends and unhappy when it does not. For the assembly of sentient beings whose minds are uncertain, they are neither happy nor unhappy about the Dharma, but remain as they are. For the assembly of sentient beings who are determined to hate the Dharma and hold wrong views, they are happy when the rain of Dharma does not descend. To symbolize these three meanings, in the world, these three metaphors are used to correspond. That's it. The way of entering without bias is: For example, large raindrops fall as heavy rain and hail, and sometimes due to the force of karma, rain of stones falls, and when vajra fire and lightning fall, some small creatures living on the ground are harmed, while some creatures that have gone into the valleys are not harmed, and so on. Just as the mass of clouds enters without bias. The subtle and profound, vast and extensive rain of Dharma of the Buddhas, arising from the clouds of wisdom and compassion that are skilled in means, brings great benefit to some beings who have the fortune to purify their afflictions, while for some beings who have firm habitual tendencies of self-grasping and no fortune, it does not appear for a while (167). However, it enters completely without any bias towards their benefit or harm. That's it. There are three ways to extinguish fire. Among them, the way to pacify the assembly of the fire of suffering is: The twelve links of dependent origination, gathered by the three complete afflictions, revolving in a cycle.

Due to the influence of karma, which leads to birth, death, and so on, there is no certainty that suffering originates solely from this point. Those who do not cultivate the path to liberation are not necessarily destined to end here. The path by which beings proceed to that place is fivefold: the three lower realms of hell, hungry ghosts, and animals, and the two higher realms of humans and gods. Therefore, just as impure objects never have a pleasant fragrance, there is not even the slightest opportunity for happiness in the cycle of the five realms, because they are always in a state of extreme suffering, such as the three and eight sufferings. The characteristics of the suffering of samsara are that they are constantly and continuously burned by great fires, struck by sharp weapons, and like the painful sensations arising from fresh wounds touching salt and other substances, they are always in an extremely unbearable state. The Buddha wishes to liberate them from suffering, and therefore, the great rain of the sacred Dharma, deeper and wider than the clouds of great compassion, falls continuously in accordance with each individual's capacity, thereby pacifying the flames of suffering. This is what is said. (168) The way in which the wisdom of pacification gradually arises is as follows: Even gods have the suffering of death, falling, and change, and humans have the suffering of searching for what is missing, the change of what is possessed, and hunger, thirst, and fatigue, and so on. In order to realize this, wise people who have the wisdom to know the reality of samsara and nirvana do not desire even the supreme positions of gods like Indra and human rulers like the Chakravartin. This is because of the wisdom gained from previous lives and the great faith in the immaculate teachings of the Tathagata in this life, thereby following hearing and proper thought, recognizing that all the divisions of contaminated results are suffering, all actions and afflictions are the cause of suffering—accumulation, and the place where all the causes and effects of samsara cease is cessation—nirvana, thereby giving rise to the wisdom of realizing the path of selflessness.
