Also, the Two Examinations says: "How will sentient beings without fortune, difficult to tame, be tamed? The Bhagavan (224) has taught, first perform the sojong and give alms, then the ten precepts, and then explain the distinctions. The Sutra school is also the same. Then the Yoga school, and after that, explain the Middle Way. Having known all the stages of mantra, then explain Hevajra. When the disciple respectfully receives it, it will be accomplished, there is no doubt about this." As the order of the vehicles is taught first, and then the mantras are learned in order, so it is.
