will become gurus, and will completely abandon the path of the ten non-virtuous deeds arising from material deprivation, and will not bestow empowerments that transcend the world upon other fortunate sentient beings, and will cause them to generate afflictions, and by the power of material (89) things, will clearly elucidate the vajra words to the wicked sentient beings. Furthermore, those who do not understand the vajra words will argue with each other, and those who, conceited with their own cleverness, do not understand the meaning of the tantras will also extensively explain the tantras. The hordes of demons will become the gurus of sentient beings, and will teach the vajra words in a perverted way, and the bliss born from the five senses of the Buddha's wisdom will be taught to those with childish minds. The third wisdom is the fourth, and with the words 'it is also thus,' the Bhagavan declared that there is no difference between cause and effect, and the third wisdom will be spoken of as the Buddha's wisdom. In the noble land, those who are conceited with their own cleverness, upon seeing the scriptures, will become teachers of the Vajrayana without having received empowerment, therefore, in order to foresee the actions of the evil teachers of the future, the Buddha Bhagavan did not clearly reveal the empowerment of the fourth wisdom in all the tantras and other tantras. In the root tantras and the condensed (90) tantras, the fourth wisdom and the meditation on Mahamudra, and the paths such as smoke, are extremely hidden, and are only slightly revealed in some of the root tantras. Such things will occur extensively. What are the six limits, and what are the four ways? From the Supreme Primordial Buddha: 'The speech of intention and not thus, the speech as it is and not thus, the provisional meaning and the definitive meaning, the six limits of the tantra.' Thus it is said. Here, there are two kinds of tantra: the tantra of meaning to be expressed and the tantra of words expressing it. What is to be expressed are the two truths, conventional and ultimate. Among them, in relation to the conventional truth, there are two: the provisional meaning and the intentional; in relation to the ultimate truth, there are the definitive meaning and the intention.

The two non-interpretive aspects, in the stream of expressive words, distinguish between literal and non-literal meanings. Among these, there are the intention regarding time, the intention regarding meaning, and the intention regarding thought. The intention regarding time is, for example, considering that after the twelve winds cease, at the end of the eleventh bhumi, one attains Buddhahood in an instant, it is said: "One instant attains perfect Buddhahood." Like that. (91) The intention regarding meaning is, for example, just as someone enjoys a daughter born from the king of gods, Indra, considering union with emptiness, which possesses all supreme aspects, because emptiness is the mother of all Buddhas, it is said: "Having stolen from all the Buddhas, enjoy the daughter born from the king of gods." As it is said in the Maya Tantra. The intention regarding thought is, for example, considering that the outer ten fields, the inner ten winds, and the secret grasping and apprehending of conceptual thought should be killed, it is said: "You should kill sentient beings." Like that. Non-interpretive aspects have two types of ultimate truth: temporary and ultimate. In the temporary case, if one engages in non-virtuous actions, one will be born in the lower realms, so it is said: "You should not kill sentient beings." And, within the scope of the ultimate truth, it is said: "Not spoken by others, co-emergent, not found anywhere, relying on the guru's skillful means, known through one's own merit." Like that. The direct meaning refers to the various methods of entering the inner way, such as mandala powders, offerings, symbols, mudras, (92) outer fire offerings, generation stage, and various activities related to them. As it is said in the Hevajra Tantra: "The Bhagavan said, having made the fire offering according to what is said, establishing the sacred mandala, purifying the excellent body image, having made preparations, etc." And, "The peaceful fire pit is round, the increasing one is square, the subjugating one is triangular." Like that. The definitive meaning is: the essence of the Thus-Gone One, which is naturally luminous, the great seal, supreme and unchanging, and the methods for realizing it, such as binding the channels, winds, and bindus immovably in the vajra body, etc.
