Should be properly gathered by empowerment. Whoever seeks worldly achievements should be properly gathered by the seven empowerments for the sake of practicing mantra, mudra, and mandala wheels, which is the middle level, the cause of merit. The lowest level is not to be properly gathered by empowerment, but to be properly gathered by the precepts of a layperson, which is the definite meaning. Here, whoever minds the profound and vast Dharma, emptiness, and the nature of compassion, that is, minds the profound and vast, is the supreme disciple. To delight in the guru's instructions means to be free from the fourteen root downfalls and to delight in the ten virtuous Dharmas. To possess the manner of giving means to have completely abandoned all busyness and not to rely on possessions and so forth. To know virtue means to have faith in the Three Jewels. To seek liberation means not to rely on worldly achievements. To respect the tantra means to keep the vows spoken of in the tantra. To possess an unmoving mind means that one whose mind is not moved by worldly paths possesses an unmoving mind. To hide the attainment of Suchness very much means that when one has attained Suchness, one hides it very much until one has personally experienced it. To abandon the friends of the wicked means that here, those householder teachers who seek wealth, as well as ascetics and so forth, if one person enjoys monasteries and temples, those are the wicked. Their friends are the paths of the ten non-virtues, and whoever abandons them is one who has abandoned the friends of the wicked. One who has become like that is a great disciple, and a very wise guru should gather him as the cause of the empowerment of wisdom and primordial awareness by means of the various knowledges. The meaning of "and so forth" is also that the same is the cause of gathering by the four empowerments. The other middle level is again the cause of merit, and one who possesses middle-level qualities should be properly gathered as the cause of the seven empowerments. Even the lowest, if one relies on the guru and does not slander him, should be properly gathered as the cause of the five precepts, which is the word of the Bhagavan.

This is the determination to fully examine the disciples. Now, in order for the Vajra Master to construct the mandala, bestow empowerment, and expound the tantra, and in order to make offerings to the Yoginis, the Blessed One's words, such as "at the end of the dark fortnight," which determine the white fortnight, should be greatly expanded. In this sacred land, from the first day of the white fortnight, etc., to the end of the fifteenth, the first day of the dark fortnight enters. On the full moon day of the Saga month, when the dawn rises, the Blessed One Shakyamuni attained complete and perfect enlightenment. From then on, he turned the wheel of Dharma, taught the three vehicles, and on the dark moon of the twelfth month, in Shri Dhanyakataka, the mandala of the Lord of Speech of the Dharma Realm, possessing the characteristic of sixteenfold divisions, and above it, the mandala of the glorious constellations, possessing the division of sixteenfold divisions, the first Buddha manifested in various ways. Here, how is it known that it is the mandala of the constellations? It should be stated that here, outside the stupa, the twenty-eight constellations are completely pure, the twenty-eight pillars, in the four directions with the division of seven sections, the east brought by Khavyapajuk, the south by Kartika, the west by Brahma, and the north by the Benefactor, whatever is established, therefore, outside the stupa is the differentiated aspect of the constellations, and the mandala inside the stupa is the mandala of the glorious constellations. Similarly, the twenty-four door panels are the divisions of the directions. Furthermore, the lower mandala, the nature of the body, speech, and mind mandalas, possessing sixteen parts, is due to the complete purity of the sixteen emptinesses and compassion, which is the determination of the location of the mandala. In that place, on that very day, the Tathagata bestowed the empowerment of Buddhahood and prophesied that gods and asuras, etc., would become Buddhas. Therefore, in the future, this full moon, according to the Kalachakra, has become the determination of the Tathagata for the Vajra Masters. The end of the dark fortnight is the white fortnight, after the lama who benefits others has constructed the mandalas, it is the seven empowerments that seize the stains of sin.
